  16. <p>Israel moves to repeal a law imposing jail terms for meetings
  17. with the P.L.O.
  18. </p>
  19. <p>     It is not just a taboo, it's the law--a 1986 Israeli law
  20. under which anyone who talks to representatives of the Palestine
  21. Liberation Organization for any reason can be jailed for three
  22. years. But last week a motion by the Labor-led government to
  23. repeal that law cleared the first of three readings in the
  24. Knesset. Though the margin was the smallest possible, 37 to 36,
  25. final passage appears likely, since opponents made their
  26. maximum effort to defeat the repeal on the first round; the
  27. Likud Party even had five of its members hide in their cars
  28. until moments before the vote in an attempt to throw off
  29. government tallies. The government insists it still will not
  30. negotiate directly with the P.L.O., but private contacts just
  31. might advance peace prospects.
