  15. A Megabank Lends a Hand

  17. <p>     Angry small-business owners in Texas who don't get loans from
  18. NCNB, the giant Southern bank, sometimes say the initials stand
  19. for "No Cash for No Body." The gripes grew even louder last
  20. month, when NCNB and C&S/Sovran said they would merge to form
  21. the third largest U.S. bank. Critics predicted short shrift for
  22. the poor and struggling. But last week the new giant,
  23. NationsBank, promised to lend $10 billion during the next decade
  24. in a community-development program that will encompass nine
  25. states. Goals include the financing of affordable housing and
  26. consumer loans for workers "left on the sidelines of economic
  27. progress."
