  21. <p>With 1.5 million Somalis facing starvation, the U.N. moves to
  22. help
  23. </p>
  24. <p>    For months, the mythical Four Horsemen of the Apocalypse --
  25. Conquest, Slaughter, Famine and Death -- have run wild in
  26. Somalia. After 19 months of war and a long drought, 1.5 million
  27. of the country's estimated 6 million people face imminent
  28. starvation. Only an urgent plea by Secretary-General Boutros
  29. Boutros-Ghali prompted the U.N. Security Council to authorize
  30. a broad plan to break the stranglehold that armed factions have
  31. on the African nation. Under its terms, if the Somalis refuse
  32. to accept a U.N. force to protect supplies and relief workers,
  33. the U.N. "would not exclude other means" of carrying out its
  34. mission -- an unprecedented threat.
  35. </p>
  36. <p>    This week an emergency airlift is to begin delivering food
  37. throughout the country, and a technical team will arrive in
  38. Mogadishu to assess the needs for a return to peace; 50
  39. cease-fire observers from 10 nations are already in the capital.
  40. But the U.N. will not begin distribution of food and aid without
  41. the security provided by a 500-man Pakistani battalion, on
  42. standby since April. So far General Mohammed Farrah Aidid, one
  43. of two rivals destroying the country they would govern, has
  44. balked at accepting armed blue helmets.
  45. </p>
  46. <p>    Boutros-Ghali, an Egyptian, told the Security Council that
  47. Africans resented the U.N. rush into "the rich man's war" in
  48. Yugoslavia while it showed little urgency in helping Somalia,
  49. which a U.S. disaster official calls "the single worst crisis
  50. in the world today. People are dying in the thousands daily."

  52. <p>    The U.N. plan to divide Somalia into four sectors aims to
  53. wrest control of the country from brigands in lawless Mogadishu,
  54. where last week a ship loaded with 8,000 tons of food was forced
  55. to pay a daily "security fee" of $4,000 until off-loading costs
  56. were negotiated. An additional 7,000 tons of food is held
  57. hostage in warehouses. But the airlift is only a stopgap. The
  58. cure is an end to bloodshed and the beginning of reconciliation.
