  18. <p>     Ordinarily, the freeing of hostages is cause for
  19. celebration. But when a Frenchwoman, her Belgian companion and
  20. their young daughter were released last week after being held
  21. for 2 1/2 years by Abu Nidal's Fatah-Revolutionary Council, a
  22. Libyan-backed militant organization, there were as many
  23. questions as cheers.

  25. <p>     Two weeks ago, Libyan strongman Muammar Gaddafi called for
  26. the hostages' release. After the three were set free in Beirut
  27. and safely returned to Paris, French President Francois
  28. Mitterrand expressed his "personal thanks" to Gaddafi, and
  29. French Foreign Minister Roland Dumas effusively praised the
  30. Libyan leader for his "noble and humanitarian gesture." But
  31. suspicious Frenchmen and other Europeans noted that last
  32. January France returned to Libya three Mirage jet fighters that
  33. had been grounded in France since 1986, when the European
  34. Community imposed an arms embargo against Libya. Many denounced
  35. the release as part of an arms-for-hostages deal.
