  18. <p>     Only a few days earlier, the governor of Manchester's
  19. Strange ways Prison had pronounced it "the fastest-improving
  20. establishment in the country." Not for long. As if to mock that
  21. boast, most of the prison's 1,648 inmates went on a rampage
  22. last week to protest against overcrowding and outdated
  23. facilities. At least two died and scores were injured in the
  24. red brick relic, which was built in 1868 to incarcerate 970
  25. men.

  27. <p>     Rioting started at a Sunday-morning service when one man
  28. charged down the aisle, hit the chaplain in the face, grabbed
  29. his microphone and started yelling obscenities into it. As the
  30. revolt spread, inmates brutalized other prisoners and smashed
  31. and set fire to the facility. Some climbed on roofs and threw
  32. tiles at riot police who gathered below. Strange ways governor
  33. Brendan O'Friel described the outburst as "an explosion of evil...possibly the worst incident in the history of the prison
  34. service."
