  17. <p>Banished Palestinians reject a plan for partial repatriation

  19. <p>     It was described as a "Package deal," though its real design
  20. was to forestall a package of economic sanctions by the U.N.
  21. Security Council and return attention to stalled Middle East
  22. peace talks. In the first policy shift since their expulsion in
  23. December, Israeli Prime Minister Yitzhak Rabin offered to
  24. repatriate 101 of 396 Palestinians still stranded in southern
  25. Lebanon. The rest, Rabin said, could return after a maximum of
  26. one year instead of two.

  28. <p>     But Israel's tactic, fashioned in part by Washington,
  29. satisfied few outside the Clinton Administration. The deportees
  30. held out for full enforcement of Security Council Resolution
  31. 799, which demands their immediate and unconditional return.
  32. Meeting with American Jewish leaders on Tuesday,
  33. Secretary-General Boutros Boutros-Ghali suggested that the
  34. proposal did not satisfy U.N. demands. Back home, Rabin,
  35. attacked by the right-wing Likud Party for "capitulation to
  36. terrorist organizations, Arab governments and leftist ministers
  37. in the Cabinet," told the Knesset that Israel retained the
  38. option of deporting more Palestinians.

  40. <p>     Amid the diplomatic turmoil, the U.S. postponed peace
  41. talks scheduled to resume this week. U.S. Secretary of State
  42. Warren Christopher prepared for a Middle East tour in which he
  43. hopes to persuade Arab leaders to return to the negotiating
  44. table. Violence in Israeli-occupied Gaza lent new urgency to
  45. Christopher's peace mission: Friday was the bloodiest day in
  46. nearly two months, with five Palestinians shot dead by Israeli
  47. soldiers.
