  15. <p>    VIDEO VS. VIREO. Other moviemakers have eyed the dense swamp
  16. and towering willows along the Santa Ana River in California's
  17. Riverside County, but have been denied filming rights because
  18. it is one of the last preserves of the endangered least Bell's
  19. vireo, a tiny songbird now down to about 300 pairs worldwide.
  20. But when producers decided the site was right for scenes in a
  21. forthcoming CBS-TV movie about ex-Lieut. Colonel Oliver North,
  22. local officials said O.K. A film crew is set to invade the
  23. fragile nesting area this week, with a warning from Dick Zembal,
  24. biologist of the U.S. Fish and Wildlife Service. Says he: "If
  25. they damage it, they will hear from us." The implicit question:
  26. Is Ollie for the birds?

  29. Shultz apparently views a return to the business world, where he
  30. was last with California's Bechtel Group, as a bit of a bore.
  31. Washington rumors suggest he may become head of the World Bank.

  33. <p>    CHEAPER CHIC. Remember Nancy Reagan's $22,000 Galanos gowns,
  34. some of them borrowed? For the Bush crowd, the hot designer is
  35. Victor Costa, a Texan whose creations are a smash, though they
  36. do not sell for more than $800. The Bushes' daughter and
  37. daughters-in-law and Marilyn Quayle have bought his offerings
  38. for the Inaugural gala. Barbara Bush will be wearing an Arnold
  39. Scaasi design, though the color and cut remain a secret.
