  15. When Leniency Is Severity

  17. <p>     Four years in jail is a stiff punishment for joining in a
  18. peaceful demonstration. Still, the seven individuals sentenced
  19. earlier this month to two- to four-year prison terms for their
  20. part in Beijing's 1989 Tiananmen Square protests got off
  21. relatively lightly. Ordinarily in China, their alleged crimes--ranging from spreading counter-revolutionary propaganda to
  22. subversion--bring 10- to 15-year terms.
  23. </p>
  24. <p>     The trials, which were closed to reporters, were the first
  25. related to the Tiananmen affair; at least another 355
  26. protesters are yet to have their day in court. In demonstrating
  27. leniency, the court was clearly influenced by international
  28. pressure to improve Beijing's record on human rights, which was
  29. blighted by the massacre of protesters. Though many countries
  30. have rebuilt shattered ties with China, the country still
  31. suffers from a sharp drop in foreign investments and tourism.

  33. <p>     Four of those recently sentenced were students who had been
  34. on the government's most-wanted list. But the real test of
  35. Beijing's commitment to leniency will come with the still
  36. unscheduled trials of the alleged masterminds of the Tiananmen
  37. demonstrations, including Chen Ziming and Wang Juntao.
