|RHistory:|N Andorras independence dates from Charlemagne who liberated the area from the Moors 803 AD. His son Ludvig, gave Andorra to the bishop of Urgel in Spanish Catalonia.
1278 the sovereignty was divided between the bishop of Urgel and the french count of Foix, who in 1607 transferred his rights to the french head of state. And that is how it is today, and Andorra still pays a symbolic tribute to the two regents every year.
Andorra is governed by a general council (Counsell general de las valls d'Andorra) consisting of 28 delegates elected in general elections. This council however, has no right to make laws.
