  1. Universal Declaration of Human Rights [1948]

  3. Preamble
  4. Wheras recognition of the inherent dignity and of the equal and inalienable
  5. rights of all members of the human family is the foundation of freedom, justice
  6. aand peace in the world,
  7.    Whereas disregard and contempt for human rights have resulted in barbarous
  8. acts which have outraged the conscience of mankind, and the advent of a world
  9. in which human beings shall enjoy freedom of speech and belief and freedom from
  10. fear and want has been proclaimed as the highest aspiration of the common
  11. people,
  12.    Whereas it is essential, if man is not to be compelled to have recourse, as a
  13. last resort, to rebellion against tyranny and oppression, that human rights
  14. should be protected by the rule of law,
  15.    Whereas it is essenntial to promote the development of friendly relations
  16. between nations,
  17.    Whereas the peoples of the United Nations have in the Charter reaffirmed
  18. their faith in fundamental human rights, in the dignity and worth of the human
  19. person and in the equal rights of men and women and have determined to promote
  20. social progress and better standards of life in larger freedom,
  21.    Whereas Member States have pledged themselves to achieve, in co-operation
  22. with the United Nations, the promotion of universal respect for and observance
  23. of human rights and fundamental freedoms,
  24.    Whereas a common understanding of these rights and freedoms is of the
  25. greatest importance for the full realization of this pledge,
  26.    Now, therefore,
  27.    The General Assembly
  28.    Proclaims this Universal Declaration of Human Rights as a common standard of
  29. achievement for all peoples and all nations, to the end that every individual
  30. and every organ of society, keeping this Declaration constantly in mind, shall
  31. strive by teaching and education to promote respect for these rights and
  32. freedoms and by progressive measures, national and international, to secure
  33. their universal and effective recognition and observance, both among the peoples
  34. of Member States themselves and among the peoples of territories under their
  35. jurisdiction.

  37. Article 1
  38.    All human beings are born free and equal in dignity and rights.  They are
  39. endowed with reason and conscience and should act towards one another in a
  40. spirit of brotherhood.
  41.  
  42. Article 2
  43.    Everyone is entitled to all the rights and freedoms set forth in this
  44. Declaration, without distinction of any kind, such as race, colour, sex,
  45. language, religion, political or other opinion, national or social origin,
  46. property, birth or  other status.
  47.    Furthermore, no distinction shall be made on the basis of the political,
  48. jurisdictional or international status of the country or territory to which a
  49. person belongs, whether it be independent, trust, non-self-governing or under
  50. any other limitation of sovereignty.

  52. Article 3
  53.    Everyone has the right to life, liberty and the security of person.
  54.  
  55. Article 4
  56.    No one shall be held in slavery or servitude; slavery and the slave trade
  57. shall be prohibited in all their forms.
  58.  
  59. Article 5
  60.    No one shall be subjected to torture or to cruel, inhuman or degrading
  61. treatment or punishment.
  62.  
  63. Article 6
  64.    Everyone has the right to recognition everywhere as a person before the law.
  65.  
  66. Article 7
  67.    All are equal before the law and are entitled without any discrimination to
  68. equal protection against any discrimination in violation of this Declaration and
  69. against any incitement to such discrimination.

  71. Article 8
  72.    Everyone has the right to an effective remedy by the competent national
  73. tribunals for acts violating the fundamental rights granted him by the
  74. constitution or by law.
  75.  
  76. Article 9
  77.    No one shall be subjected to arbitrary arrest, detention or exile.
  78.  
  79. Article 10
  80.    Everyone is entitled in full equality to a fair, and public hearing by an
  81. independent and impartial tribunal, in the determination of his rights and
  82. obligations and of any criminal charge against him.
  83.  
  84. Article 11
  85.    1.  Everyone charged with a penal offence has the right to be presumed
  86. innocent until proven guilty according to law in a public trial at which he has
  87. had all the guarantees necessary for his defence.
  88.    2.  No one shall be held guilty of any penal offence on account of any act or
  89. ommision which did not constitute a penal offence, under national or
  90. international law, at the time when it was committed.  Nor shall a heavier
  91. penalty be imposed than the one that was applicable at the time the penal
  92. offence was committed.

  94. Article 12
  95.    No one shall be subjected to artitrary interference with his privacy, family,
  96. home or correspondance, nor to attacks upon his honour and reputation.  Everyone
  97. has the right to the protection of the law against such interference or attacks.

  99. Article 13
  100.    1.  Everyone has the right to freedom of movement and residence within the
  101. borders of each State.
  102.    2.  Everyone has the right to leave any country, including his own, and to
  103. return to his country.
  104.  
  105. Article 14
  106.    1.  Everyone has the right to seek and to enjoy in other countries asylum
  107. from persecution.
  108.    2.  This right may not be invoked in the case of prosecutions genuinely
  109. arising from non-political crimes or from acts contrary to the purposes and
  110. principles of the United Nations.
  111.  
  112. Article 15
  113.    1.  Everyone has the right to a nationality.
  114.    2.  No one shall be arbitrarily deprived of his nationality nor denied the
  115. right to change his nationality.
  116.  
  117. Article 16
  118.    1.  Men and women of full age, without any limitation due to race,
  119. nationality or religion, have the right to marry and to found a family.  They
  120. are entitled to equal rights as to marriage, during marriage and at its
  121. dissolution.
  122.    2.  Marriage shall be entered into only with the free and full consent of the
  123. intending spouses.
  124.    3.  The family is the natural and fundamental group unit of society and is
  125. entitled to protection by society and the State.
  126.  
  127. Article 17
  128.    1.  Everyone has the right to own property alone as well as in association
  129. with others.
  130.    2.  No one shall be arbitrarily deprived of his property.
  131.  
  132. Article 18
  133.    Everyone has the right to freedom of thought, conscience and religion; this
  134. right includes freedom to change his religion or belief, and freedom, either
  135. alone or in community with others and in public or private, to manifest his
  136. religion or belief in teaching, practice, worship and observance.

  138. Article 19
  139.    Everyone has the right to freedom of opinion and expression; this right
  140. includes freedom to hold opinions without interference and to seek, receive and
  141. impart information and ideas through any media and regardless of frontiers.

  143. Article 20
  144.    1.  Everyone has the right to freedom of peaceful assembly and association.
  145.    2.  No one may be compelled to belong to an association.
  146.  
  147. Article 21
  148.    1.  Everyone has the right to take part in the government of his country,
  149. directly or through freely chosen representatives.
  150.    2.  Everyone has the right of equal access to public service in his country.
  151.    3.  The will of the people shall be the basis of the authority of government;
  152. this will shall be expressed in periodic and genuine elections which shall be by
  153. universal and equal suffrage and shall be held by secret vote or by equivalent
  154. free voting procedures.

  156. Article 22
  157.    Everyone, as a member of society, has the right to social security and is
  158. entitled to realization, through national effort and international co-operation
  159. and in accordance with the organization and resources of each State, of the
  160. economic, social and cultural rights indispensable for his dignity and the free
  161. development of his personality.
  162.  
  163. Article 23
  164.    1.  Everyone has the right to work, to free choice of employment, to just and
  165. favourable conditions of work and to protection against unemployment.
  166.    2.  Everyone, without any discrimination, has the right to equal pay for
  167. equal work.
  168.    3.  Everyone who works has the right to just and favourable remuneration
  169. ensuring for himself and his family an existence worthy of human dignity, and
  170. supplemented, if necessary, by other means of social protection.
  171.    4.  Everyone has the right to form and to join trade unions for the
  172. protection of his interests.

  174. Article 24
  175.    Everyone has the right to rest and leisure, including reasonable limitation
  176. of working hours and periodic holidays with pay.
  177.  
  178. Article 25
  179.    1.  Everyone has the right to a standard of living adequate for the health
  180. and well-being of himself and of his family, including food, clothing, housing
  181. and medical care and necessary social services, and the right to security in the
  182. event of unemployment, sickness, disability, widowhood, old age or other lack of
  183. livelihood in circumstances beyond his control.
  184.    2.  Motherhood and childhood are entitled to special care and assistance.
  185. All children, whether born in or out of wedlock, shall enjoy the same social
  186. protection.

  188. Article 26
  189.    1.  Everyone has the right to education.  Education shall be free, at least
  190. in the elementary and fundamental stages.  Elementary education shall be
  191. compulsory.  Technical and professional education shall be made generally
  192. available and higher education shall be equally accessible to all on the basis
  193. of merit.
  194.    2.  Education shall be directed to the full development of the human
  195. personality and to the strengthening of respect for human rights and fundamental
  196. freedoms.  It shall promote understanding, tolerance and friendship among all
  197. nations, racial or religious groups, and shall further the activities of the
  198. United Nations for the maintenance of peace.
  199.    3.  Parents have a prior right to choose the kind of education that shall be
  200. given to their children.
  201.  
  202. Article 27
  203.    1.  Everyone has the right freely to participate in the cultural life of the
  204. community, to enjoy the arts and to share in scientific advancement and its
  205. benefits.
  206.    2.  Everyone has the right to the protection of the moral and material
  207. interests resulting from any scientific, literary or artistic production of
  208. which he is the author.
  209.  
  210. Article 28
  211.    Everyone is entitled to a social and international order in which the rights
  212. and freedoms set forth in this Declaration can be fully realized.
  213.  
  214. Article 29
  215.    1.  Everyone has duties to the community in which alone the free and full
  216. development of his personality is possible.
  217.    2.  In the exercise of his rights and freedoms, everyone shall be subject
  218. only to such limitations as are determined by law solely for the purpose of
  219. securing due recognition and respect for the rights and freedoms of others and
  220. of meeting the just requirements of morality, public order and the general
  221. welfare in a democratic society.
  222.    3.  These rights and freedoms may in no case be exercised contrary to the
  223. purposes and principles of the United Nations.

  225. Article 30
  226.    Nothing in this Declaration may be interpreted as implying for any State,
  227. group or person any right to engage in any activity or to perform any act aimed
  228. at the destruction of any of the rights and freedoms set forth herein.
