This is not true. Phone harrasement and fraud is a crime. It can be
proven and there are records of phone calls that could be traced to a
list of suspects. ETC. This, however, has nothing to do with the
internet.
Just so you know, cyber-law is just starting to get defined. I would be
real careful about what you think can and can't be done. The worst part
of a new unknown frontier is that things can happen to you which there is
no protection from or understanding from government. Basically, unless
a law says they CAN'T do it, I would assume they will if given the
chance or the right opportunity.
If you think it is illegal it probably is.
