  5.  If you are trying to deduce a spammer's ISP to
  6.  complain to, and it contains a reference like:

  8.    http://3521254390/wherever
  9.  
  10.  run DecodeIP, type in the ten decimal digits,
  11.  and it will convert this to the more usual form
  12.  of IP, ie 209.226.19.246 in that (real) example.
