  4.  Your peaceful city-state has just been interuppted by a full scale rebellion.
  5.  Mobs of citizens are surrounding the town hall. Your scouts inform you that
  6.  the towers at the South Gate have been captured. The prisoners of the city
  7.  jail are becoming restless and are a more viable threat than the cowardly
  8.  peasants. Contact with the military recruiting grounds to the north has
  9.  been lost and it looks like the rebellion is bigger than you first thought.
  10.  Expecting an easy victory the City Guard attempted to regain the peace
  11.  without bloodshed. But when they moved the crowds back they were attacked
  12.  by armed footmen coming from the direction of the barracks...
