  1. These files need to be resubmitted using the online system so that they can
  2. get renumbered, renamed (the filenames), and placed into the system normally.
  3. The reason they are still left here is incase this is the only copy that the
  4. owner had.
  5. Once the owner has resubmitted, I (or he or she) will remove them and then
  6. this directory.
