  6.             45/179.  Enhancement of the United Nations structure for drug
  7.                      abuse control
  8.  
  9.       The General Assembly,
  10.  
  11.       Alarmed by the dramatic increase in drug abuse and illicit production and
  12.  trafficking in narcotic drugs and psychotropic substances, which is
  13.  threatening the health and well-being of millions of people in the majority of
  14.  countries in the world,
  15.  
  16.       Commending the determined efforts of Governments in the fight against
  17.  drug abuse and illicit trafficking and recognizing the importance of support
  18.  for such efforts by the United Nations system,
  19.  
  20.       Noting with appreciation the significant work carried out within the
  21.  United Nations system in the field of drug abuse control and the valuable
  22.  knowledge, expertise and experience represented there,
  23.  
  24.       Recognizing that the new dimensions taken on by the drug menace
  25.  necessitates a more comprehensive and integrated approach to international
  26.  drug control and a more efficient structure to ensure co-ordination,
  27.  complementarity and non-duplication of activities across the United Nations
  28.  system in order to use available resources in the most efficient way to enable
  29.  the United Nations to play a central and greatly enhanced role in this field,
  30.  
  31.       Recalling the Comprehensive Multidisciplinary Outline of Future
  32.  Activities in Drug Abuse Control, as adopted by the International Conference
  33.  on Drug Abuse and Illicit Trafficking on 26 June 1987, and the Global
  34.  Programme of Action adopted by the General Assembly at its seventeenth special
  35.  session on 23 February 1990,
  36.  
  37.       Having considered the report of the Secretary-General,
  38.  
  39.       Noting with appreciation the work carried out, pursuant to paragraph 4 of
  40.  General Assembly resolution 44/141 of 15 December 1989, by the Group of
  41.  Experts to advise and assist the Secretary-General on the enhancement of the
  42.  efficiency of the United Nations structure for drug abuse control,
  43.  
  44.       Recalling the need to ensure, in respect of recruitment to posts that are
  45.  financed from the regular budget, the highest standards of efficiency,
  46.  competence and integrity, and paying due regard to the importance of
  47.  recruiting staff on as wide a geographical basis as possible, in accordance
  48.  with Article 101, paragraph 3, of the Charter of the United Nations,
  49.  
  50.       Emphasizing that the problem of drug abuse and illicit trafficking has to
  51.  be dealt with within the broader economic and social contexts,
  52.  
  53.       Underlining the role of the Commission on Narcotic Drugs, as the
  54.  principal United Nations policy-making body on drug control issues and the
  55.  independent role of the International Narcotics Control Board,
  56.  
  57.       Underlining also the importance of the Single Convention on Narcotic
  58.  Drugs of 1961, and that Convention as amended by the 1972 Protocol, the
  59.  Convention on Psychotropic Substances of 1971 and the United Nations
  60.  Convention against Illicit Traffic in Narcotic Drugs and Psychotropic
  61.  Substances of 1988,
  62.  
  63.       1.   Takes note with appreciation of the report of the Secretary-General
  64.  and the report of the Group of Experts, entitled "Drugs and the United
  65.  Nations:  meeting the challenge";
  66.  
  67.       2.   Welcomes the proposal of the Secretary-General to unify the United
  68.  Nations structure for drug abuse control to enable the United Nations to
  69.  strengthen its role as the main focus for concerted international action for
  70.  drug abuse control;
  71.  
  72.       3.   Requests the Secretary-General to create a single drug control
  73.  programme, to be called the United Nations International Drug Control
  74.  Programme, based at Vienna, and to integrate fully therein the structures and
  75.  the functions of the Division of Narcotic Drugs of the Secretariat, the
  76.  secretariat of the International Narcotics Control Board and the United
  77.  Nations Fund for Drug Abuse Control with the objective of enhancing the
  78.  effectiveness and efficiency of the United Nations structure for drug abuse
  79.  control in keeping with the functions and mandates of the United Nations in
  80.  this field;

  82.       4.   Invites the Secretary-General to take the necessary steps in order
  83.  to appoint a senior official at the level of Under-Secretary-General, who will
  84.  execute the integration process and head the new integrated Programme starting
  85.  from 1 January 1991 with the exclusive responsibility for co-ordinating and
  86.  providing effective leadership for all United Nations drug control activities,
  87.  in order to ensure coherence of actions within the Programme as well as
  88.  co-ordination, complementarity and non-duplication of such activities across
  89.  the United Nations system;

  91.       5.   Also invites the Secretary-General to structure the United Nations
  92.  International Drug Control Programme along the following lines:
  93.  
  94.       (a)  Treaty implementation, which would integrate, with due consideration
  95.  to treaty arrangements, the functions of the secretariat of the International
  96.  Narcotics Control Board and the treaty implementation functions of the
  97.  Division of Narcotic Drugs, taking into account the independent role of the
  98.  Board;
  99.  
  100.       (b)  Policy implementation and research, with responsibility for
  101.  implementing policy decisions of the relevant legislative bodies and
  102.  conducting analytical work;
  103.  
  104.       (c)  Operational activities, with responsibility for co-ordinating and
  105.  carrying out the technical co-operation projects currently being executed
  106.  mainly by the United Nations Fund for Drug Abuse Control, the Division of
  107.  Narcotic Drugs and the secretariat of the International Narcotics Control
  108.  Board;

  110.       6.   Endorses the proposal of the Secretary-General to place the
  111.  financial resources of the existing United Nations Fund for Drug Abuse Control
  112.  under the direct responsibility of the head of the United Nations
  113.  International Drug Control Programme as a fund for financing operational
  114.  activities, mainly in developing countries;
  115.  
  116.       7.   Requests the Commission on Narcotic Drugs, at its thirty-fourth
  117.  regular session, to consider ways and means of improving its functioning as a
  118.  policy-making body and to submit its recommendations to the Economic and
  119.  Social Council at its first regular session of 1991;
  120.  
  121.       8.   Requests the Secretary-General to transmit his report and that of
  122.  the Group of Experts to the Commission on Narcotic Drugs at its thirty-fourth
  123.  regular session so that they can be taken into account when the Commission
  124.  discusses ways and means of improving its functioning;
  125.  
  126.       9.   Requests the Economic and Social Council, as a matter of urgency at
  127.  its first regular session of 1991, giving due consideration to the
  128.  recommendations of the Commission on Narcotic Drugs, to undertake a review of
  129.  the functioning of the Commission on Narcotic Drugs and decide on the
  130.  appropriate changes needed to improve it;

  132.       10.  Requests the Secretary-General to review the United Nations
  133.  System-Wide Action Plan on Drug Abuse Control, as revised, including all
  134.  mandates and recommendations established by the Global Programme of Action, in
  135.  the light of structural changes decided on in the present resolution;

  137.       11.  Underlines that the United Nations International Drug Control
  138.  Programme should give priority to the implementation of the recommendations
  139.  contained in the Comprehensive Multidisciplinary Outline of Future Activities
  140.  in Drug Abuse Control, as well as the mandates and recommendations in the
  141.  Global Programme of Action;

  143.       12.  Requests that the appropriation within the regular budget of the
  144.  United Nations currently allocated to the secretariat of the International
  145.  Narcotics Control Board and the Division of Narcotic Drugs be reallocated to
  146.  the United Nations International Drug Control Programme in accordance with the
  147.  Regulations and Rules Governing Programme Planning, the Programme Aspects of
  148.  the Budget, the Monitoring of Implementation and the Methods of Evaluation,
  149.  and invites the Secretary-General to ensure that adequate financial and other
  150.  resources are allocated to the Programme to enable it to discharge its
  151.  functions effectively;

  153.       13.  Decides that the operational programme and related support costs
  154.  currently financed from voluntary contributions shall, upon the establishment
  155.  of the United Nations International Drug Control Programme, continue to be
  156.  borne from voluntary contributions;

  158.       14.  Requests the Secretary-General to submit to the General Assembly at
  159.  its forty-sixth session a report on the measures taken to implement the
  160.  present resolution.
