  25.  OVERVIEW
  26.    This conference is a moderated forum for discussion of various
  27.    issues relating (primarily but not limited) to Alternative 
  28.    Computer Networks, commonly called OtherNets.  Our focus is on
  29.    sharing information on these networks and the technology used to
  30.    operate networks.  It is also the primary distribution channel
  31.    for NETSALL.ART, a list of Alternative Networks showing zones in
  32.    use, contact points and information pack names.
  33.  
  34.  RESTRICTIONS/GUIDELINES FOR POSTING
  35.  1.  This is NOT a forum for advertisements; The following areas are
  36.      defined as Off-Topic, and participants posting messages about
  37.      the topics can be denied access to the Echo Area;
  38.           A. BBS Advertisements,
  39.           B. Advertisements for software and/or hardware products,
  40.           C. Services offered to Networks, Sysops or end-users that
  41.              are NOT provided on a no-charge basis,
  42.           D. Employment, Business and/or Multi-Level Marketing,
  43.           E. Announcements if individual BBS systems,
  44.           F. Announcements of BRE and other game leagues,
  45.           G. Personal communications that are not relative to the
  46.              exchange of information about OtherNets,
  47.           H. Derogatory comments directed at individuals and/or
  48.              organizations,
  49.           I. Discussions of religious and/or political matters.
  50.           J. Day to day operational details of net operations, 
  51.              assignment of node numbers, problem resolution and
  52.              similar matters.  These topics should be discussed
  53.              in the companion echo NETLINE.
  54.  
  55.   2. ANSI Escape Codes.  Postings including ANSI Escape codes are
  56.      specifically prohibited.  Use of IBM graphic characters are
  57.      allowed, subject to the 'Frequency of Announcement Posting' rule
  58.      listed below.
  59.  
  60.   3. A participant may post informational and/or advertising messages
  61.      in the echo on a regular basis.  These messages should NOT be
  62.      posted more than once in a 7 day period.  The moderator reserves
  63.      the right to prohibit postings relative to the same network by
  64.      multiple posters, if the net result would be that a network
  65.      announcement is being posted more frequently than once every 7 days.
  66.  
  67.   4. To eliminate confusion and counter-productive postings, the only
  68.      list of networks to be posted in the echo will be NETSALL.ART,
  69.      which is compiled by the moderator, based on communications
  70.      addressed to him in the echo, netmail and email.  Any other lists
  71.      of networks, BRE or other Leagues, BBS lists or specialized topical
  72.      listings of nets should not be placed in the OTHERNETS echo
  73.  
  74.   5. Let the moderator(s) do the moderating.  If you have a problem
  75.      with anyone's attitude or message content, do not engage in any
  76.      personal attacks or regulation - take such complaints to the
  77.      moderator via net-mail (1:261/1352).  Do NOT quote what you believe
  78.      to be off-topic in messages..it simply compounds the problem of
  79.      off-topic posts, and could result in the removal of YOUR access
  80.      to the echo.

  82.   6. The material posted herein, unless otherwise acknowledged,
  83.      remains the property of the moderator as does this conference.
  84.      No cross-posting, compilation, reprinting or retransmitting of
  85.      messages in this forum to any other medium is allowed unless
  86.      specifically granted by either the moderator or the author of
  87.      the information. Participants who do not mind their messages
  88.      being transmitted to other systems by third parties should
  89.      indicate so in the body of their message with a statement such
  90.      as "*freely redistributable*" otherwise such information will
  91.      be considered proprietary trade secrets and not suitable for
  92.      retransmission by another other than authorized parties.

  94.   7. It is strictly off-topic for any individual to post personal
  95.      information (addresses, telephone numbers, financial data etc.)
  96.      on another participant without his/her permission.
  97.  
  98.   8. We endeavor to minimize censorship and fully support ones'
  99.      freedom of expression on this echo - however do not test the
  100.      limits of what you can get away with saying if it is
  101.      inappropriate or designed to annoy other participants.
  102.  
  103.  HELPFUL SUGGESTIONS
  104.   1. Please remember that this is an INTERNATIONAL conference and
  105.      may be widely distributed.  You might be in Los Angeles and
  106.      want to know a source for a particular network - don't post
  107.      a message saying "Where can I get Network X ?"; instead qualify
  108.      where you are located in the message in order to avoid
  109.      confusion and inappropriate responses.
  110.  
  111.   2. Have fun!  Don't take things too seriously and be sure to
  112.      participate!  It's not fair if you simply take-take-take.
  113.      Information is the commodity here.  If someone helps you out,
  114.      try your best to offer them some equally-helpful information.
  115.      Let others learn from your mistakes and successes - the payback
  116.      is far greater than if you covet your own knowledge.

  118.   3. Be considerate.  There are costs assocaited with the transmission
  119.      of EchoMail messages.  Multiple lines in tag-lines, origins, etc.
  120.      do not make a worthwhile contribution to the echo...they take up
  121.      space and increase the costs of those systems that help carry this
  122.      echo on an international basis.

  124.   4. I'm NOT one of these 'iron-fisted' moderators.  I do not have much
  125.      of a desire or inclination to spend much time writing disciplinary
  126.      messages.  This echo is not an ego trip - it is a tool and an 
  127.      opportunity for those of us in the same situation to network and
  128.      cooperatively improve ourselves and our situation.  Please keep this
  129.      in mind and respect each other and the objective of this conference
  130.      so I don't have to look like a jerk, telling people what they can and
  131.      cannot post.  Please understand, however, that I will exercise my
  132.      responsibilities to keep this echo area On-Topic and of benefit to the
  133.      participants.
