- <JIM.MAC> Make a bulletin is when you have a message that you want your user to
- see when they log on. It is actually a message.
- <JIM.MAC> Infoquick keeps track of what bulletins a user has seen and will
- never show them again at log in!

- <JIM.MAC> Initialize new.files lets people upload. It then requests a
- description of the file.

- holds a description of each upload. Who uploaded.
