- This is the problem. The fact that the working group might not have
- liked the objection is *no clue* about the consensus that might or
- might not be present among the balloting group. The entire purpose of
- the balloting group is to act as a check on the ideas and motivations
- of the working group. If objections are rejected because the working
- group didn't like the idea, that only serves to defeat the purpose of
- the balloting group.

- If the balloting group is a reflection of the working group (so that
- you can accurately predict the thoughts of the balloting group by
- examining the working group), then the balloting group is useless. In
- fact, however, the balloting group has different motivations and
- strategies than the working group. The fact that the working group
- has wrestled with something doesn't enable the technical reviewers to
- make presumptions about the balloting group's consensus.
