  4. The list of alleged war criminals offered by U.S. Secretary
  5. of State Lawrence Eagleburger is short, yet it reaches from
  6. foxhole to presidential palace. Among the accused:

  9.     Borislav Herak, a Serb militiaman who has confessed to
  10. killing more than 230 civilians in Bosnia.
  11.  
  12.     Zeljko Raznjatovic, leader of a Serb paramilitary force
  13. linked to the mass murder of up to 3,000 civilians.
  14.  
  15.     "Adil" and "Arif," members of a Croat paramilitary unit
  16. that killed more than 50 Serb women and children in August.
  17.  
  18.     Adem Delic, Muslim commander of a Croat-run camp where at
  19. least 15 Serbs were reportedly beaten to death in August.
  20.  
  21.     General Ratko Mladic, commander of Bosnian Serb military
  22. forces, and his political chief, Radovan Karadzic, who calls
  23. himself President of the Serbian Republic of Bosnia and
  24. Herzegovina.

  27. indicated that the last three could be held responsible for
  28. atrocities committed by forces under their command that they did
