  4. Clinton announces the first round of appointees, and an eclectic
  5. bunch it is

  8.     The question was tricky, and Bill Clinton realized that he
  9. didn't have to answer it. Instead he gestured toward Texas
  10. Senator Lloyd Bentsen to respond for him, adding with a laugh,
  11. "The great thing about having a Cabinet . . ." The sentence was
  12. incomplete, but the thought was clear: having chosen a team, the
  13. President-elect was no longer alone.

  15.     Bentsen, 71 and chairman of the Senate Finance Committee,
  16. was the capstone as Treasury Secretary. Accenting his desire to
  17. work with Congress, Clinton tapped Leon Panetta, who chairs the
  18. House Budget Committee, as OMB director. Wall Street was
  19. represented by Robert Rubin as the head of the new National
  20. Economic Council in the White House, and Roger Altman, a
  21. Clinton college classmate, as Bentsen's deputy. Alice Rivlin,
  22. former director of the Congressional Budget Office, will be
  23. Panetta's deputy. The solid choices signaled Clinton's concern
  24. with the deficit and need to reassure business.

  26.     Clinton's demeanor on Thursday was a bit stiff, perhaps
  27. because those first nominees (save Altman) represented a
  28. generation older than his own. How different his mood on Friday,
  29. when he was surrounded by appointees whom he genuinely enjoys
  30. and who fit his vow of "a new generation of leaders." Harvard
  31. political economist Robert Reich, a Rhodes scholar with Clinton,
  32. will be Secretary of Labor. Health and Human Services went to
  33. Donna Shalala, chancellor of the University of Wisconsin and a
  34. friend of Hillary Clinton's. Another woman becomes chairman of
  35. the Council of Economic Advisers: Laura D'Andrea Tyson, a
  36. Berkeley economist. And Carol Browner, a former aide to Al Gore,
  37. will head the Environmental Protection Agency. Saturday was
  38. another day for allies: as Secretary of Commerce, Democratic
  39. National Committee Chairman Ron Brown, who aided Clinton with
  40. black voters; and as White House chief of staff, Thomas ("Mack")
  41. McLarty, a Clinton kindergarten classmate, gubernatorial
  42. campaign treasurer and chief executive of a major natural-gas
  43. utility, Arkla, Inc.

  45.     So far, Clinton shows scant need to surround himself with
  46. yes-men and -women. Panetta has been skeptical about the
  47. President-elect's oft promised middle-class tax cut, and Rivlin
  48. departs from Clinton orthodoxy with her suggestion that states
  49. should run public-works programs. Perhaps this will be a
  50. combative Administration after all.
