  4. Churlish legislators hold up progress on political and economic
  5. reforms

  8.     On the painfully slow path from infancy to maturity, Russian
  9. democracy last week encountered adolescence. During Day 3 of
  10. the Congress of People's Deputies, a dispute over procedure
  11. degenerated into a fistfight on the floor of the Grand Palace
  12. in the Kremlin, where members of the country's supreme
  13. legislature had gathered to decide the fate of political and
  14. economic reform. The melee erupted when conservative parliament
  15. speaker Ruslan Khasbulatov, tired of arguing with a group of
  16. liberal representatives, called on his supporters for help in
  17. silencing his critics. On cue, a swarm of his backers descended
  18. upon the hapless advocates of reform. Unable to restore order,
  19. Khasbulatov adjourned the session for the day.

  21.     The scuffle may have ended in a draw, but at week's end the
  22. Congress only narrowly turned aside a constitutional amendment
  23. that would have stripped President Boris Yeltsin of his powers
  24. to appoint a government and seriously jeopardized his radical
  25. reform program. Though the "constitutional coup," as one
  26. minister dubbed it, was averted, more trouble lies ahead for
  27. Yeltsin as the Congress continues this week. Dominated by
  28. former Communist Party hacks, the Congress has passed a
  29. resolution fiercely critical of Yegor Gaidar, Yeltsin's
  30. architect of reform. To save Gaidar, the President may have to
  31. sacrifice other ministers and compromise with the opposition on
  32. a program that would slow, but not halt, the pace of economic
  33. change.
