  4. Now even the insurance industry is pushing a national health-care
  5. plan

  8.     It was a classic application of the advice "If you can't lick
  9. 'em, join 'em." Recognizing that with Bill Clinton's victory,
  10. the momentum toward national health-care reform is becoming
  11. unstoppable -- and that insurance companies are widely regarded
  12. as an iniquitous special interest fighting on the wrong side --
  13. the Health Insurance Association of America reversed its
  14. long-standing opposition and brought forth its own plan.
  15. Features: through a combination of (unspecified) tax incentives
  16. and penalties, the government would require that a standard
  17. package of benefits be made available to everybody, including
  18. the 35 million Americans who have no coverage now. The feds
  19. would help define that package and eventually force
  20. standardization of amounts paid by private insurers, Medicare
  21. and Medicaid; to help pay the cost, workers would be taxed on
  22. above-standard benefits provided by employers. George Stepha
  23. nopolous, Clinton's communications director, hailed the
  24. reversal as a "real breakthrough."
