  4. After a nine-year effort, U.S. Catholic bishops reject a
  5. controversial decree

  8.     Major policy statements prepared by U.S. Catholic bishops
  9. are always worked out in a fashion that wins the final texts
  10. lopsided support. That pattern ended with a troublesome letter
  11. on women's issues that took nine years to produce. Meeting in
  12. Washington, the bishops gave the conservative final version a
  13. paltry 55.5% support, far short of the two-thirds needed for
  14. approval. The text will now be issued as a mere committee
  15. document.

  17.     Chicago's Cardinal Bernardin got through a separate motion
  18. making the paper the basis for "further study and dialogue,"
  19. most notably on the church's opposition to women priests, which
  20. was endorsed in the rejected text. Bernardin backs the ban but
  21. said candidly that it is "generally not well understood or
  22. accepted" and that a more persuasive case must be made. Liberal
  23. lobbies hailed these developments. The upshot is that, contrary
  24. to Vatican wishes, the U.S. bishops have made women's ordination
  25. subject to ongoing debate.
