  4. A week of rioting signals a vicious outbreak of xenophobia

  7.     "Ethnic cleansing," it appears, plagues not just the Balkans
  8. but the Baltic as well. In a hail of rocks and Molotov cocktails,
  9. skinheads and neo-Nazis in the eastern German port of Rostock
  10. tried to storm an apartment block housing 200 asylum-seeking
  11. Romanian Gypsies, beginning an ugly battle that would last all
  12. week. After officials moved the Gypsies, the hooligans trapped
  13. 100 Vietnamese guest workers in a neighboring building and set
  14. it ablaze. By luck alone, none of the inhabitants was seriously
  15. hurt.

  17.     Even after the Vietnamese decamped, skinheads fought
  18. nightly battles with the police. Local officials sought to
  19. excuse the inept handling of the riots by blaming an influx of
  20. rightists from Berlin and Hamburg. But local residents didn't
  21. help matters much. Crowds of Rostockers let the rock throwers
  22. disappear into their midst when chased by police, cheering on
  23. the skinheads and screaming "Germany for the Germans!" Hundreds
  24. of rioters were arrested, and hundreds of police were injured
  25. in the fighting.

  27.     Chancellor Helmut Kohl deplored the mayhem as "a disgrace
  28. for our nation," but it is far from unusual. Violent right-wing
  29. incidents -- mostly against foreigners -- jumped almost
  30. sevenfold last year to nearly 1,500, a recent federal report
  31. found.

  33.     Even as they denounced the violence, Bonn officials used
  34. the occasion to urge once more the adoption of a constitutional
  35. amendment that would curtail Germany's liberal provisions for
  36. asylum. Germany continues to bear the brunt of Europe's
  37. population upheaval, taking in 256,000 asylum seekers last year
  38. -- a number that may double this year. But Kohl's Christian
  39. Democrats could soon get their wish. Leaders of the rival Social
  40. Democrats, whose support is essential for such an amendment,
  41. coincidentally abandoned their opposition only hours before the
  42. Rostock riots began.
