  4. Chief Gates stages a splashy arrest, while the rest of L.A.
  5. digs out

  8.     Flanked by 200 other police and FBI agents, including a
  9. shotgun-toting swat team -- and TV camera crews, to be sure --
  10. police chief Daryl Gates elatedly joined in the arrest of three
  11. suspects wanted for the beating of truck driver Reginald Denny
  12. at the outset of the Los Angeles riots. Leading the 2 a.m. raid
  13. into South Central with flak jacket and side arm, Gates
  14. personally collared one of the suspects, Damian Williams, whose
  15. nickname is "Football," and escorted him into a squad car.
  16. "Chief Gates, you're going!" Williams told the retiring police
  17. chief, according to what Gates recounted later. The chief must
  18. have thought he was in a made-for-TV movie. "Yes, Football," he
  19. snarled back, "but you're going first!"
  20.  
  21.     In the showboating raid, police also captured two other
  22. alleged members of a black gang called the 8-Trey Crips: Henry
  23. Watson, 27, known as "Kiki"; and Antoine Miller, 20, known as
  24. "Twan." A fourth man, Gary Williams, 33, suspected of lifting
  25. Denny's wallet, turned himself in. The 8-Trey Crips are alleged
  26. to be the turf lords of the intersection where millions of TV
  27. viewers -- in a grim mirror image of the videotaped Rodney King
  28. beating -- saw truck driver Denny stomped into unconsciousness.
  29. "The department was very, very concerned about our inability to
  30. reach Mr. Denny," Gates said after the arrests. "We are hopeful
  31. that this will atone for some of that."

  33.     The four were among about 2,000 felony suspects detained
  34. since the riots, many of them identified by means of videotape
  35. evidence being amassed by the FBI. The federal agency is acting
  36. as a clearinghouse for an estimated 380 hours of videotape and
  37. preparing a "master" of the rioting for use by seven other
  38. law-enforcement agencies. Controversy over the videotapes
  39. erupted when most TV stations and the Los Angeles Times, among
  40. other papers, balked at handing over any subpoenaed outtakes or
  41. other film that had not been aired or published.

  43.     As local self-help groups struggled to clear the rubble in
  44. South Central and Peter Ueberroth, chairman of a newly formed
  45. Rebuild Los Angeles Committee, sought to persuade Japanese as
  46. well as U.S. companies to re-enter the sadly charred inner city,
  47. units of the 10,000 U.S. troops that had quelled the riots
  48. gradually withdrew. Army and Marine Corps regulars pulled out,
  49. on the proviso that the Marines would maintain a "rapid
  50. reaction" force capable of returning to the streets on three
  51. hours' notice. Some National Guard units also started to
  52. withdraw, leaving 6,000 Guardsmen still on patrol.

  54.     The sickened city, however, remained touched by submerged
  55. tension as a court ordered a retrial for L.A.P.D. officer
  56. Laurence Powell on the leftover charge of excessive force, the
  57. only count not dismissed by the Simi Valley jury in the Rodney
  58. King trial. The judge also invited the prosecution and defense
  59. to present their arguments this week on the possibility of
  60. returning the trial to Los Angeles.
