  4.     The area was peaceful, the weather clear, and the two white
  5. helicopters flying toward Zagreb prominently displayed the
  6. insignia of the European Community's monitoring mission.
  7. Nevertheless, a Yugoslav army MiG-21 fighter fired four
  8. air-to-air missiles, scoring a direct hit on one chopper,
  9. killing all five observers -- four Italian and one French -- on
  10. board.

  12.     The victims' coffins, draped with E.C. flags during a
  13. memorial service in Zagreb's cathedral the next evening, were
  14. a bleak reminder that peace will not come easily to Yugoslavia
  15. after six months of civil war. The federal military was quick
  16. to refer to "an unwanted and tragic event," and the
  17. Serb-controlled federal government offered requisite apologies.
  18. But a shake-up in the top military command solidifying Serb
  19. dominance led to fresh worries that the army might not fully
  20. support the cease-fire. As the U.N. dispatched observers over
  21. the weekend to monitor the fragile peace, the truce appeared to
  22. be holding. Said a European diplomat in Zagreb: "Every quiet day
  23. is a great gift; we've all learned to be modest in our hopes."
