  6.     The British government's abrupt announcement that it would
  7. close 31 of the country's 50 active coal mines seemed at first
  8. only a political blunder. Industry and Trade Minister Michael
  9. Heseltine's decision last October drew public and parliamentary
  10. fury that forced him to announce that, on second thought, only
  11. 10 mines would be closed in the short term. In the judgment of
  12. Britain's High Court, even that order was "unlawful and
  13. irrational," since Heseltine failed to consult with miners and
  14. unions as required by law. The government must start its closure
  15. proceedings all over again.

  18.      LOST IN CHINA

  20.     After all the fuss over possible POWs in Russia and Vietnam,
  21. a U.S. Senator just back from Pyongyang says hundreds of American
  22. servicemen captured during the Korean War were sent to China and
  23. never returned. Bob Smith, a New Hampshire Republican, vice
  24. chairman of the Senate Select Committee on POW/MIA Affairs,
  25. said, "Every single Korean official we talked to confirmed" that
  26. U.S. prisoners of war had been sent to China. "They weren't
  27. returned," he said. Beijing has repeatedly denied that China
  28. kept any American POWs except for 21 who asked to stay.
