  1. The Usenet newsgroup 'comp.dcom.telecom' was started in the early
  2. 1980's to serve as a gateway to Usenet readers of the Telecom Digest,
  3. an Internet mailing list which began in August, 1981. The newsgroup
  4. also serves as a gateway for messages from Usenet readers intended for
  5. publication in Telecom Digest. Unlike many newsgroups, comp.dcom.telecom
  6. consists entirely of output from the Digest in single message style,
  7. as opposed to 'message clusters' sent as a batch, newsletter style.

  9. The purpose of the Digest, and thus, the Usenet group 'comp.dcom.telecom' 
  10. is for general discussion on topics related to telecommunications and 
  11. datacommunications. Emphasis is on voice telecommunications, i.e. the
  12. public telephone network, but the group is not strictly limited to
  13. this topic. The group is open for a variety of message types including
  14. social issues relating to telecom and more technical topics.

  16. Telecom Digest is a moderated and edited mailing list, therefore its
  17. Usenet gateway group 'comp.dcom.telecom' is moderated as well, to
  18. insure that messages to/from Usenet and the mailing list receive the
  19. proper handling and distribution. Through moderation, Usenet and
  20. Telecom Digest readers are each assured of receiving the same messages
  21. and replies as 'the other side' at approximatly the same time and in
  22. the same order. In addition, the moderator is responsible for main-
  23. taining an archives of the newsgroup/mailing list messages and other
  24. telecom-related files of interest. The moderator maintains the mailing
  25. lists for the Digest and updates these lists as additions/deletions
  26. to the lists are receieved or 'bounced mail' is returned.

  28. The moderator is also responsible for the distribution of the Usenet
  29. newsgroup articles to other networks such as FIDO, so that messages
  30. from those networks relating to telecom topics can be exchanged with
  31. comp.dcom.telecom/Telecom Digest readers and vice-versa.  In addition,
  32. the moderator handles routine editing of text, subject titles and
  33. headers to insure duplicates and cross-postings are kept to a minimum,
  34. that 'threads' are correctly maintained, correspondence between users
  35. is facilitated, and that unneccessarily long, unweildly messages and
  36. messages which contain excessive amounts of quoted text from prior
  37. messages are 'repaired' to meet Usenet's requirement of a ratio of not
  38. greater than fifty percent quoted material in each message. Because of
  39. the sensitive nature of some telecommunications data such as passwords
  40. and access codes, etc, the moderator also attempts to keep 'phreak'
  41. and/or 'hacker' (used in a negative connotation) messages from
  42. receiving distribution via the Internet or Usenet.

  44. Messages and articles on *all aspects* of telecommunications and
  45. datacommunications are welecome in Telecom Digest, and by extension,
  46. its Usenet gateway/companion newsgroup comp.dcom.telecom. This charter
  47. specifically demands that as wide a range as possible of thought and
  48. opinion be presented, and that participants not be excluded based on
  49. their knowledge or lack of knowledge regards the technical workings of
  50. telephone systems, etc. This charter also requires that 'novices' be
  51. given an opportunity to ask basic questions about telephony and be
  52. answered in the forum.
