  9.     The busy capital city of the Romulan Empire.

  11. 17   INT. ROMULAN FORUM

  13.     A large, open setting that resembles an arboretum
  14.     more than a government reception hall. The room is
  15.     overflowing with plants and trees of every
  16.     description, and there're even small fountains and
  17.     ponds to be found here. Two large Federation and
  18.     Romulan banners dominate one wall. Multiple doors
  19.     lead off into conference rooms. Buffet tables have
  20.     been set up and there are scattered chairs and
  21.     tables throughout the hall.
  22.  
  23.     The hall is open all day, and is in constant use,
  24.     with diplomats and soldiers constantly entering or
  25.     leaving. The CROWD is a blend of Federation and
  26.     Romulan attendees. The Romulans sport a variety of
  27.     clothes, some military, some civilian and one or
  28.     two Tal'Shiar mixed in.
  29.  
  30.     Bashir is carrying a plate of food away from one of
  31.     the buffet tables and getting something to drink
  32.     when he suddenly comes face to face with the real
  33.     Koval. Bashir is caught off-guard by the sudden
  34.     encounter.

  37.             Doctor Julian Bashir?

  39.                     BASHIR
  40.             Yes.

  42.                     KOVAL
  43.             I understand you were the officer
  44.             who first identified the biogenic
  45.             weapon known as the "Quickening."

  48.             That's right. On Boranis Three,
  49.             in the Gamma Quadrant.

  51.     Koval just stares into his eyes, as if reading
  52.     something there. Bashir finds it somewhat
  53.     unnerving.
