  14.     Garak is genuinely surprised to see her (something that 
  15.     doesn't often happen) and he's caught off-guard. Ziyal 
  16.     has come here with an agenda, but she's a little 
  17.     nervous and tries to make small talk before getting 
  18.     around to the point. This causes Garak's antennae to 
  19.     go up and his suspicious nature begins to take over as 
  20.     the conversation goes on.
