  19.     He examines the binding, the ink, the fabric of the paper.  
  20.     He smells it, taps on it and listens to it, and licks it, 
  21.     but still can't find an answer.

  24.             The answer must be right in front of 
  25.             us.

  28.             I know.  Maybe the Nagus has gone 
  29.             insane.

  32.             Nonsense.  The Nagus is the most 
  33.             brilliant Ferengi alive.  I've 
  34.             modeled my life after him.  Don't

  43.             How could he believe this insanity?  
  44.             No.  It has to be part of some 
  45.             brilliant, twisted, devious plan.  
  46.             The Nagus isn't like you and me, 
  47.             Rom.  He thinks ten, sometimes twenty, 
  48.             steps ahead.  These Rules are probably 
  49.             the key component in some vast plot 
  50.             to seize financial control of the 
  51.             entire quadrant.
