  20.             Every great power in the Alpha 
  21.             Quadrant has been invited to 
  22.             participate except for us.

  25.             There must be some mistake.

  28.             The mistake is thinking the Romulan 
  29.             empire will stand by and allow such 
  30.             a betrayal to go unchallenged.

  32.             signed without our approval, it will 
  33.             mean war.
