- Usage: SPCHK COMfile

- SPCHK is actually WHLCHK with a slight change. The purpose of WHLCHK
- was to alter a COMfile so it would check the ZCPR WHEEL byte and run
- the COMfile only if this byte was set. THis allowed a Sysop to keep
- needed COMfiles online without worry that a mischievious or curious
- user could do harm. SPCHK is specific to the QBBS bulletin board. It
- checks the special access byte at 10h and if set (FFh) it will allow
- the program to execute. This means that the Sysop can make certain
- COMfiles available to special access users. The abort message in
- WHLCHK was changed to say 'SPECIAL ACCESS REQUIRED' if the special
- access byte is not set.
