  4.     Windows 3.1 has the addresses for COM3/4 set wrong.  Use the
  5. control panel and go to comport.  Then settings, then advanced
  6. screen.  Set com4 address 02E8, IRQ 3, com3 03E8 IRQ 4.  Also if you
  7. are using other IRQs use the control panel to set them for Windows.
