To install IRC, load the following files into your PACKCLUS\DB directory:

   IRC.LIS    Shown to user if no argument used with SH/IRC
   IRC.FUL    The database file
   IRC.IDX    The database index
   IRC.PRE    Shown to user before the specific request
   IRC.NF     Shown to user if requested information not found
   IRC.AOK    Shown to user if update is attempted

NOTE:  The database index may not always be included.  If it is missing,
       you will need to perform the following using the MAKEIDX utility:

       MAKEIDX IRC.FUL 1000

Next, add the following lines to your SYSOP.DAT file:

SET/COMMAND IRC IRC.LIS IRC.FUL/IRC.IDX IRC.PRE * IRC.NF
SET/COMMAND/COMMENT IRC  Number of IRC's required for return DX mail

If you did not shut down the node to install the database, type in the
above two lines as SYSOP commands.

After reviewing the DOC files, PBT_DB.DOC and IRC.DOC, you may delete them
from your database directory.  You should store the database ZIP file in a
save place.

Other nodes may access the database from the SERVING node by adding lines
to their SYSOP.DAT and/or typing in the lines as a command.  If the callsign
of the node where the database is installed is WB6EXC, then the other nodes
would execute the following commands:

CLUSTER COMPANION:
------------------
Users of Cluster Companion should install the database following the same
procedure as PRIMARY SERVING NODE above, but observing the proper directory
and callsign entries for that user.

PCDB:

Users of the PacketCluster Database Reader program should install the
database files into the directory shown in the SET/DIRECTORY line of their
SYSOP.DAT file.  If no entry, install in same directory where PCDB resides.
The following command in SYSOP.DAT should be entered:

RATES
IRC's currently are priced at $0.95 at U.S. postal centers.   The
period of exchange of IRC's issued by the Universal Postal Union on
or after January 1, 1975 is unlimited.

One IRC is exchangeable in any other member country for a stamp or
stamps representing the minimum postage on an unregistered surface
letter.  Upon presentation of a sufficient number of IRC's, the stamp
or stamps received in exchange may be used to prepay an international
airmail letter.  Unused U.S. IRC's may be exchanged only for United
States postage stamps by the original purchaser at a discount of
1 cent below the purchase price.  (International Mail Manual, Issue 6,
Section 392.3a)

IRC's purchased in foreign countries are exchangeable at U.S. post
offices toward the purchase of postage stamps, postage meter stamps,
and embossed stamped envelopes (including aerogrammes) at the rate
of 40 cents per IRC, irrespective of the country where it was purchased.

(For recycable IRC's, the current rate is $0.50 from several sources.)

STYLES
IRC's (in French, "Coupons-Response Internationaux") are printed in
blue ink on paper which has the letters UPU in large characters in the
watermark.  The front of each is printed in French.  The reverse side
of the IRC shows the text relating to its use in German, English, Arabic,
Chinese, Spanish, and Russian.  (International Mail Manual, Issue 6,
Section 392.1b)

Reply coupons issued by foreign countries prior to January 1, 1975 are
no longer redeemable at U.S. post offices.  These old-style IRC's are
distinquishable from the newer IRC's printed by the International Bureau
of the Universal Postal Union, because the name of the country of origin
is always present on the old-style IRC's.  (International Mail Manual,
Issue 6, Section 392.4c)

Reply coupons formerly issued by the Postal Union of the Americas and
Spain are no longer valid.  These IRC's are printed in green ink and
bear the caption "Coupon Respuesta America-Espanol".  (International
