Maybe someone else knows more than I, but I believe you can use the US Postal Service to go after this guy. They have a section of the FBI that handles mail fraud. Did you send him money thru the mail? Then you can use this service.

which he sent me a check for. Unfortunately the check bounced. Would
that still work?

Yes, it should still work, because he sent you that check thru the mail. IOW, he used the mail to defraud you.
