  8. News flash: Youth who attend raves arenÆt necessarily
  9. drug-crazed, sexual deviant insomniacs. Honest,
  10. theyÆre not. 
  11.  
  12. That was the predominant tune at a recent panel
  13. discussion inside Salt Lake City Council chambers
  14. attended by parents, rave promoters, disc jockeys and
  15. young ravers themselves. Call it an organized attempt
  16. to dispel the ongoing bad rash of media hype and
  17. law-enforcement sensationalism thatÆs quickly branded
  18. late-night rave dance parties as bacchanalian drug
  19. havens, followed by massage-induced orgies. 
  20.  
  21. Eight rave enthusiasts shot that image down. Each had
  22. a separate rhythm and volume level. Some spoke with so
  23. much earnest emotion, in fact, that the discussion
  24. almost evolved into feel-good rally of raving
  25. proportions. 
  26.  
  27. ôThe message weÆve all heard lately is that if your
  28. kids go to raves they must be bad people. We all know
  29. thatÆs not true,ö said a barefoot Amanda Bushnell, a
  30. coordinator with the Intermountain Harm Reduction
  31. Project. ôRaves are about people more than drugs. I
  32. remember that at the first one I went to someone
  33. bumped into me, stopped to apologize, and then we had
  34. a five-minute conversation. ItÆs a social atmosphere
  35. you donÆt get anywhere else.ö 
  36.  
  37. Kade ôTroahö Gibb, an 18-year-old restaurant worker,
  38. painted a picture of the rave scene with almost
  39. Utopian strokes. ôFor me, a rave is one of the few
  40. places I feel openly accepted, loved and appreciated,ö
  41. he said. ôIÆve finally found the place I wanted.ö 
  42.  
  43. Other panelists remarked that a place as conservative
  44. as the Salt Lake Valley simply doesnÆt know what to
  45. make of all-night dance sessions hosted in warehouses
  46. with lights, booming sound systems and an open sense
  47. of camaraderie. So, naturally, it gets demonized. ItÆs
  48. not that raves donÆt occasionally involve people on
  49. drugs. They do, panelists admitted. But, they pointed
  50. out, drugs are far too pervasive in society to be the
  51. sole domain of a rave. Like a rock concert of the Æ60s
  52. or the soda stand of the Æ50s, a rave is a cultural
  53. phenomenon centered around self-expression and social
  54. interaction. 
  55.  
  56. ThatÆs a tough sale for many in law enforcement who
  57. patrol on weekend nights looking to shut down raves,
  58. which they see as traveling drug caravans of free-form
  59. massaging and open debauchery. As little as six months
  60. ago the cityÆs daily newspapers focussed on
  61. methamphetamine as the latest drug plague. Now the
  62. enemies are rave and club drugs such as ecstasy and
  63. nitrous oxide ôwhippets.ö 
  64.  
  65. The rhetoric has grown increasingly alarmist, with
  66. everyone from school administrators to LDS church
  67. President Gordon B. Hinckley weighing in on the
  68. subject. Skyline High School recently prohibited the
  69. wearing of rave bead necklaces and other
  70. paraphernalia. After a Salt Lake County sheriffÆs
  71. undercover detective made the incredible claim to
  72. Skyline students that one in three high school
  73. students take ecstasy, the schoolÆs student council
  74. went into panic mode, establishing a new anti-drug
  75. campaign to fetter out so-called ôdrug-usingö
  76. students. Presumably, that means anyone wearing rave
  77. beads. Long before that, at the LDS church general
  78. conference last fall, Hinckley vilified raves as
  79. sinful drug dens that lead nowhere.

  81. Enough already, said panelists. If the media and law
  82. enforcement insist on labeling raves as drug markets,
  83. itÆs little surprise that youth go to raves looking
  84. for drugs and sex. Even some parents in the audience
  85. felt that raves are unfairly maligned. ôI think the
  86. Salt Lake City police are the chief disseminators of
  87. misinformation. To say that your kidÆs on drugs if you
  88. see him wearing rave beads is false,ö said Ilene Done,
  89. a mother of one of the panelists. ôDrugs are out there
  90. whether theyÆre inside or outside of raves. If weÆre
  91. diligent parents, our kids will take appropriate
  92. action when it comes to drugs.ö 
  93.  
  94. And if they donÆt, law enforcementÆs ready to strike.
  95. At the federal level, thereÆs talk of using the same
  96. anti-drug law aimed at crack houses to thwart the use
  97. of ecstasy. That means night club owners and rave
  98. promoters might be prosecuted even if, unbeknownst to
  99. them, ravers in attendance were selling or buying
  100. drugs. Locally, Salt Lake County Deputy District
  101. Attorney Sirena M. Wissler said her office has
  102. employed undercover officers at ravesùeven at the
  103. panel discussion, there were rumors of two vice
  104. officers sitting in the audienceùand will vigorously
  105. prosecute ecstasy dealers. ôWeÆre not out to stop
  106. raves. WeÆre out to stop drug use,ö Wissler said.

  108. No wonder the valleyÆs ravers and warehouse revelers
  109. feel urged to mount a public relations offensive. Show
  110. respect for security and police officers who might
  111. show up to raves uninvited, they told all in
  112. attendance. There were admonitions against drug use
  113. and for open communication between parents and
  114. children. The future might even hold an invitational
  115. rave for members of the media, concerned parents and
  116. anyone else who dares judge without prior experience.
  117. Gibb, for one, sounded ready to host.
