Friends,
Although this is not on point re: nuclear abolition, nonetheless I'm
posting this great news about Leonard Peltier, knowing that few if any
on our listserves would object.
Today, after Gregor of Shundahai informed us that per CNN this morning,
Peltier has received clemency from Clinton, I called CNN's HQ in
Atlanta. They did confirm this news.
Please pass this wonderful news along.

Friends,
Although earlier today I telephoned CNN and got verbal confirmation that
Leonard Peltier's clemency was granted, upon a second confirmation call
just now, CNN said that he was being considered for clemency, but that
the final decision has not yet been made. The final decision is to be
made by noon tomorrow (I presume East Coast Time). Someone at CNN was
premature.

While the assembled guests sat in their plastic-issued rainwear in =
Washington DC for the Inauguration of George W Bush as President of the =
USA, we gathered in the winter sunshine at the American National =
Security Agency (NSA) base at Menwith Hill, North Yorkshire, UK. This =
base (and also Fylingdales) is crucial to George W Bush and his insane =
ideas to develop and deploy the National Missile Defense (NMD) system. =20
We were once again at the Main entrance of NSA Menwith Hill with banners =
and placards to show our deep concern at the use of this base in the NMD =
system. We demonstrated with the US flag which had a simple message =
written on it: 'STOP STAR WARS'. Another placard, resting on top of =
the sandbag defences in front of the control box, said 'George W =
Bush......Oh dear!' There was a substantial press presence and filming =
by a French TV crew.
=20
Chris Dean once again accompanied a group of eight people on a walk =
inside the base they freely roamed all along the alarmed, razor-wired =
security fence line with no interference from the MoD police (we have =
been frequently arrested for doing this in the past). At one point the =
group came within a few metres of the two new Space Based Infra Red =
System (SBIRS) radomes. The walk inside the base took about one and a =
half hours and for a while a corner of the Yorkshire Dales was =
peacefully reclaimed. =20
It was good to be there......it was essential to be there......and we =
will continue to be there to make sure that Menwith Hill, Fylingdales or =
any other US base in this country are not allowed to be used for the =
scary American NMD/TMD or BMD system.

Dear Ffriends
As part of the George W Bush Inauguration Day Protests on 20 January =
four members of Norwich CND went to the American Deep and Near Space =
Tracking Facility USAF Feltwell, Norfolk, UK on Saturday. They held a =
vigil with placards (including some with Bush's picture on) for an hour =
and then leafletted in the local village. They got some toots of support =
from passing cars, and had some interesting conversations with the MoD =
police.

The group is stepping up it's actions at USAF Feltwell due to it's =
possible implication in the American NMD system.

CONSEQUENCES OF FRENCH NUCLEAR TESTS
The dossier on the consequences of the French nuclear tests will be put
before the French Parliamentary Office for evaluations of scientific and
technological decisions.
On January 17, the Defense Commission of the French National Assembly
proposed that the dossier on the consequences of the French nuclear tests be
put before the Parliamentary Office for evaluations of scientific and
technological decisions. This proposal followed on the request of the Green
deputy, Marie-Helene Aubert, and ten other Members of Parliament to install
a Commission of Inquiry.
"Although this return of the dossier to the Parliamentary Office shows the
embarrassment of the Defense Commission with 30 years of French nuclear
history, this proposal is also an indication that the Parliament is open
towards a serious examination of the consequences of the nuclear tests,"
says Bruno Barrillot of the Observatoire des armes nuclΘaires franτaises.
Moreover, a number of socialist MPs, including Jean-Marc Ayrault, the
president of the socialist group in the National Assembly, have expressed
their support for the transfer of the dossier to the parliamentary office.
The next step for them is to concretise this decision according to the
procedures of this parliamentary institute.
"The Office can receive the request to look into a dossier from the Bureau
of one of the two assemblies (by it's own initiative, at the request of the
president of a political group, or at the request of 60 deputies or 40
senators) of by a special or permanent commission".
The Observatoire des armes nuclΘaires franτaises, in co-operation with the
Comity Moruroa and Us in Tahiti and the Europe-Pacific Solidarity network
will remain alert and will see to it that the decision of 17 January will be
followed by concrete next steps. They are ready to contribute to the
parliamentary reflections and will open their own files and offer their
expertise on the consequences of the nuclear tests for the health and
environment.

The W. Alton Jones Fellows of the Center on Violence and Human
Survival
January, 2001
The Citizens Panel on Ultimate Weapons of the Center on Violence and
Human Survival at John Jay College, in collaboration with the Office of
Continuing Education at the Graduate Center of the City University of
New
York, funded by the W. Alton Jones Foundation, is pleased to announce
eight
fellowships of $2,500 each for younger professors to teach a new course
in
the general area of nuclear threat. No discipline is excluded from
consideration, and we encourage young faculty from all the arts and
sciences
to think about issues of ultimate destruction from within their
traditions.
We are especially committed to courses that examine nuclear threat from
a
humanistic and ethical perspective.
Applications are being accepted until the end of March, 2001, and
consist
of a letter describing a proposed course, along with a draft syllabus,
to be
taught in the academic year 2001-2002 at some American college or
university.
Please write Charles B. Strozier, Center on Violence and Human
Survival,
John Jay College, 555 West 57th Street, New York NY 10019. The
selection
committee consists of Robert Jay Lifton, Jonathan Schell, Richard Falk,
Lawrence Wittner, and Merav Datan, with Strozier as the chair. When
