In recognition of the many thousands of U.S. and Coalition service-members=

Iraqi civilians who lost their lives and health during the Persian Gulf War=

the resultant enforcement of sanctions and the no-fly zone over Iraq,=
veterans
from all across America will host individual candlelight vigils on the=
evening
of Feb. 28th, 2001, the 10th anniversary of the cessation of offensive=
military
operations. Candlelight vigils will be held at State Capitol/State House
buildings, across the U.S. The significance of the candles is in remembrance=
of
those who died during the war, those who returned physically and emotionally
wounded, and those who remain sick, disabled, or who have died during the
decade following the war as a result of their Gulf War injuries and=
illnesses.
These are the facts:
- By December 31, 1999, 136,031 Gulf War veterans were considered to=
be
partially or completely disabled by the U.S. Department of Veterans Affairs=

24% of those who served during the war.

WASHINGTON (EFE) - - Religious leaders and activist are calling this
Monday for an International Day of Prayer and Fasting for Vieques in support=
of
the Navy ceasing its bombing excercises. In a press conference, US citizen
Andr=E9s Thomas Conteris, who has fasted for 66 days, communicated that the=

October is a time for praying for peace for Vieques.=20
This day will take place following the March called for this coming
Sunday in Vieques which will include acts of civil disobedience. Leaders of=
the
Catholic, Methodist Churches and the National Council of Churches among=
others
have supported the focus that this Monday be a time of prayer and fasting=
for
peace in Vieques.=20
Thomas Conteris indicated that he will travel tomorrow, Friday, to
Vieques to participate in the Sunday March and possibly take part in the=
acts
of civil disobedience. Nevertheless, on Monday he will meet with civic and
religious leaders in the struggle against the US Navy to decide if he should
continue with his fast of 66 [70] days, for which he has been on water-only=
for
50 [these will be accurate on Oct. 2].=20
He has lost 60 pounds, since he started with 220 and now weighs 160.=
He
is no longer focusing on the demand for President Clinton to hold a meeting
with religious leaders opposed to military training on Vieques. "After=
speaking
with Jeffrey Farrow for an hour on Wednesday evening (the person responsible
for Puerto Rican affairs in the White House), I am convinced that the=
President
will not grant a meeting.=20
In any case, Thomas Conteris indicated that if the leaders of the
struggle against the Navy desire for him to continue the fast, the principle
demand will be that the US Navy leave Vieques.

On September 26, 2000, about twelve thousand people gathered in=
Prague
to protest the policies of the IMF and the World Bank, demanding that the=
two
institutions be shut down. It was a success - their meeting was seriously
disrupted and their blatently exploitative policies were further brought to
public attention.=20
On the morning of Sept. 26, people from all over the world attempted=
to
approach the conference to bring their views directly to the delegates, but
were blocked by an army of police. Clashes ensued, and many were arrested.
Throughout the following night police retaliation took place. Anyone=
suspected
of being a protester was stopped, arrested, and often beaten. By morning 422
people had been arrested, often for nothing more than walking down the=
street.
Police were assisted in their persecution by Czech nazis, who chased and
attacked anyone who looked like a protester, and helped to beat=
demonstrators
while they were held in jail.
Today, Thursday Sept. 28, massive arrests are continuing. A=
non-violent
demonstration took place in front of the Ministry of Interior against the
police brutality and in solidarity with those arrested. Another 70 people=
were
dragged away. Official police sources report 892 arrests so far. Many have=
been
released, and their reports are horrifying. They activists are=
systematically
beaten, denied access to phone, food, water, and bedding, and in at least at
one police station nazis have been allowed into the cells to brutalize those
being held. Often those released have been so traumatized that they try to=
get
out of the country as soon as possible, preventing the recording of their
evidence. The mainstream media, as always, are focusing on the property
destruction, creating support for the police, shrouding the real issues, and
increasing repression. They report "angry youth" attacking police instead of=
a
more accurate picture of concerned citizens of the world standing up for an=
end
to the IMF and World Bank's deliberate undermining of social and=
environmental
justice. And so we need your help. The situation here is critical. The=
arrested
need international solidarity. We beg you to send faxes and E-mails=
protesting
the treatment of those arrested. Keep in mind that the vast majority of=
those
arrested were incarcerated only because of their political conviction. The
police must stop their brutality and release them immediately.If possible,
organize a protest in front of the Embassies of the Czech Republic, the=
sooner
the better. If there4s no Embassy in your town, there may be a Czech=
cultural
center.

Police Brutality Widespread, most severe for Czechs & Israelis
PRAGUE - In addition to the mass denial of the legal rights, individuals=
have
faced extreme brutality in Czech Jails. Paul Rosenthal from Seattle=
Washington
who was released this morning from the Olsanska jail in Prague after forty
hours states, "What is happening inside the Czech jails is more than
frightening. People have no rights,they are being beaten severely, they are
disappearing. Women are being forced to strip in front of male guards and
perform exercises. People with serious medical problems have been denied=
help."
The following are accounts confirmed by people that have been released from
jail:
=B7 Women have been strip searched by male officers and have been=
forced
to perform physical exercises for their enjoyment=20
=B7 Many individuals are being denied water, food, and sleep; some=
are
able to get food only if they pay guards, women and fascists are more likely=
to
get water=20
=B7 Many people released have reported that before reaching police
stations, officers took individuals to isolated areas and beat them=
severely.=20
=B7 Two Norwegians that went to a police station on Trisparni Street=
near
Vlatavska to report a stolen mobile phone witnessed behind briefly opened=
doors
that a number of people were handcuffed to the wall and being beaten=
severely.
This has also been confirmed by many reports from released persons that in=
the
processing rooms groups of 40 to 60 people were asked to spread eagle while
they were beaten, heads were knocked back, legs were kicked in, and numbers=
of
men had their groins twisted or punched. Additionally people handcuffed were
tossed down stairs.=20
=B7 There is one report that 22 people were crammed into a 4 square=
meter
cell.=20
=B7 30 People were detained at the Olsanska jail in an outdoor=
courtyard
overnight with no blankets or food. They were later moved to Balkova near
Pilsen.=20
=B7 Two Germans that were detained in Lupacova, Praha 3 on Wednesday=
for
approximately eight hours were held with an Israeli, an American, a German,=
and
an Italian. The Israeli had been beaten severely, had difficulty walking, a
black eye, and likely had a broken rib. He has been denied medical attention=
=20
=B7 People with diabetes were not fed, people that needed medication=
were
not given it, the British Embassy had to intervene to get medication into=
the
jail.=20
=B7 A Norwegian woman held in jail with 30 other women witnessed a=
German
woman with a badly injured leg where medics were denied.=20
=B7 Right to legal representation and advice, right to interpreters,
right
to food and water, right to basic medical attention, and the right to a=
phone
call have all been ignored on a widespread scale.=20
=B7 Czechs and Israelis are being beaten more drastically and are=
being
detained longer=20
=B7 Many internationals are being moved from local stations to=
Balkova
near Pilsen which has one of the worst human rights records in the Czech
Republic.

Technology Center in Tehachapi (to replace nuclear and fossil fuel power) to
be sited as a new centerpiece for the1000
acre Capital Hills Development north of the Mill Street (middle of 3) exits

Valley, southernmost of High Sierra Range.
To rapidly finish the research and development of these new technologies to
replace nuclear and fossil fuel power, on a crash program (like a "New

climate change and ozone layer depletion, this project is being coordinated

HIGH-TECH HAPPENINGS.
Capital Hills owners have spawned plans
for yet another high-tech facility on their rolling hills
north of Highway 58, the once-planned site for Technopolis.
John and Lyn Guthrie and Jim Crawford are donating several
acres for a "Global Peace Now!" theme park with walkways,
picnic tables and a garden for meditation and prayer.
A Global Peace Park Center and a New-Energy Technology Center
will become Capital Hills's pivot point for future development.
David Crockett Williams, a Tehachapi chemical physicist, has
proposed a $108 million budget to the U.S. Department of
Energy (DOE) for the project, with a 10 percent allocation to
the Capital Hills park. Williams has worked for over 20 years
with scientists and inventors on research for this center and
will conduct community business meetings on Oct. 11, 18 and
25 at 7:30 p.m. at Denny's Restaurant to discuss the project.
The Global Peace Park Center will house a video media
production and viewing room and a video teleconferencing room
to communicate with other countries toward global peace and
inter-cultural understanding. New-energy sources like ZPE
(Zero Point Energy -- an essentially inexhaustible and
ubiquitous resource) will be researched at the New-Energy
Technology Center as an antidote to the greenhouse effect.
DOE experiments reveal ZPE as an enormous energy field that
exists in the same space that matter resides. Williams quoted
the agency as saying: "Any device that could harness ZPE
would be 'the Holy Grail of energy research'."

Status of Capital Hills
Attended by our local congressman, business people and celebrities, in
August 1989 groundbreaking ceremonies were held for Phase One (121 acres) of
the planned 2000 acre Capital Hills Development located in the City of
Tehachapi at the middle exit of Freeway 58 (soon to be Interstate 40) at the
Mill Street off-ramp in the center of the northern edge of the Tehachapi
Valley, the southernmost such mountain valley of the High Sierra range.
In cooperation with one of its strategic partners, AT&T, this Phase One
property at Capital Hills has facilities for fiber optic cables along with
all underground utilities already in place.
The intent is to create a planned business, commercial, and residential
development in this quiet semi-rural area, with latest information-age high
technologies employed throughout a "Technopolis" of research parks, light
industry, office and commercial facilities, etc., where workers can live
nearby and walk, bike, or even ride horseback to work in modern facilities
out of the hectic hubub of city life such as the Los Angeles and San
Francisco Bay Area busy and distractive lifestyles that many creative
companies now are subject to.
After the groundbreaking, the 121 acres of improvements (eg. streets, curb
and sidewalks, street lights, underground utilities, etc.) were installed
for Phase One, but several factors combined to stall the development which
to date has just a few new buildings including the new Tehachapi U.S. Post
Office, an ARCO am/pm gas station and mini-mart, and a Denny's Restaurant.
The real estate market in general "went soft" after Phase One subdivision
and the city made a mistake that was discovered too late to correct in their
red tape process, where the "Mello-Roos" bond payments were structured
incorrectly in 1989 by an expert subcontracted by the City of Tehachapi
whose fees were paid by the landowners and who made a gross mathematical
error discovered by the landowners, a mistake which the city was unable or
unwilling to correct and instead insisted must be perpetuated even after the
bonds were later refinanced. Therefore, the bond payments are much higher
(~200%) than they should be. This situation has made it harder to interest
companies to build on Phase One lands which are heading for foreclosure
procedings initiated by the City in near future to be sold off parcel by
parcel unless quickly an understanding investor comes forward to make a deal
with the owners of Capital Hills to refinance these bonds, pay back taxes,
and get Phase One back on proper economic track. As a matter of information
over $7 million was spent on improvements on Phase One that was MAI
appraised at up to $30 million with only about $4 million total debt at this
time.
The owners of Capital Hills have offered to donate land for a new energy
technology development center as the new centerpiece to revive the vision of
the Capital Hills Technopolis. This land is just outside the Phase One area.
They have also offered to donate some of the allocated parkland to be
dedicated as a Global Peace Park and Center. The suggested location for this
is on the eastern edge of the phase one property but just outside the
boundary of the area impacted by pending foreclosure procedings. This site
is ready to go and an interim peace and new energy research facility can be
located there very quickly by placing for up to six months a non-permanent
structure (but fully wired and plumbed to the street underground utilities)
while plans are being made for permanent construction of appropriate
facilities.

Last week, during the 8th Annual Prayer Vigil for the Earth on the
Washington Monument grounds, the Eskimo people of Greenland sent a message:
"last year there was a stream in the ice...this year it is a river." Chief
Arvol Looking Horse, 19th Generation Pipe Carrier of the Lakota Nation,
speaking with the memory of his ancestors, told that only within the last 15
years has the sun burnt their skin during the Sun Dance. The examples are
countless and increasing: Today is a Global Emergency. The earth is
suffering, the water is polluted, the fire has become all gas and
electricity, the air is becoming polluted, and spirituality is becoming all
noise. As a global community, we must cooperate beyond race, gender,
religion, ideology, and class in order to Protect our Life and Land. We
emphasize that we must do whatever we can to restore the spiritual
relationship between the human being and the elements: the earth, the water,
the fire, and the air. Many people these days are talking about creating a
global culture of peace; we suggest that if we all sincerely want to create
a culture of peace that we look to the historical precedents set by
traditional cultures of peace and that we listen closely to those few
bearers of traditional knowledge still alive today to guide us back to
harmony and balance and sustainability.

The Global Peace Walk took its first step from the United Nations Building
in
New York City on Dr. Martin Luther King, Jr. Birthday on January 15th, 1995,
to bring out the prayer of "Global Peace Now!" as a universal human resolve,
and walked across this continent, arriving at the War Memorial Building in
San Francisco on June 20th, 1995 to highlight the 50th Anniversary of the
United Nations and to encourage the original principles of the United
Nations
Charter. Fifty-five years ago the Charter of the UN was created to "save
succeeding generations from the scourge of war" and to "reaffirm faith in
the
dignity of human rights" and to "live together in peace." What happened?
There is war and relocations in all directions and the ecological balance is
in peril as never before. Ancient traditions are becoming extinct.
Today during Global Peace Walk 2000, we continue to carry a positive message
to promote a Future Generations' Global Peace Prayer. We have walked over
3000 miles through 14 states. Throughout the United States, GPW has
received
letters of support from the US President, Vice President, US representative
to UN, mayors, governors, senators, tribal governments, spiritual leaders, a
political prisoner, cultural leaders, environmental organizations, and many
others. There is an obvious parallel between the extinction of traditional
cultures and the general degradation of the environment; therefore, we urge
that the voices of traditional spiritual leaders be honored and heeded in
order to lead our civilization back to a SUSTAINABLE Way of Life.
Indigenous
spokespersons are traveling with the walk so that this message may be
conveyed.
October 3rd: Join Indigenous Environmental Network outside State Department
/ Edward Kelly Park - 10:30am. Evening Program UDC School of Law - 4200
Connecticut Ave. - 7:00pm - Video "Drum Beat for Mother Earth" along with
traditional food samples and speakers from the Indigenous delegation.
October 5th: Grand Entrance. 9am, We will gather at the Ballston Commons
Metro Stop in Virginia and walk along Wilson Blvd, through downtown
Arlington, through the Iwo Jima Park down to Memorial Bridge Circle on the
west side of the Potomac River. 11 am, there will be a ceremony and
gathering before we walk across the water and up to the Meridian Hill Park
(Malcolm X Park) via Dupont Circle for 2 pm-8pm gathering, speeches, music,
and pot-luck. We are honored that the World Peace Flame will be carried
with
the walk.
October 7th: We will join the Global Network Against Weapons and Nuclear
Power in Space (http://www.space4peace.org) in solidarity with 45 vigils
worldwide. We will meet 2pm at Meridian Hill Park and walk to Lafayette
Park

prayer circle for rededication as a symbol of peaceby forming a human circle
around the base of the Washington Monument. Spiritual and political leaders
will be making speeches all-day at the Sylvan Theater.
October 11: Spiritual Environmental Summit - American University -
Amphitheater - 7-10pm. Traditional leaders and elders will be offering their
stewardship and wisdom to representatives from the "deep ecology" and
environmental movement, Governmental & Spiritual Leaders, UN Representatives
and NGO's, and social and political groups. We hope all will share dialogue
and ideas so that everybody can better serve Mother Earth and Future
Generations in a global spiritual-political environment.

Lafayette

Links has a disarmament program and a staffmember regularly attends the two
primary working groups: Nuclear Weapons Working Group and Monday Lobby=
Group.
PL regularly sends out the 20/20 Vision cards to its network around the
country, and is involved with Project Abolition, etc., etc.
Additionally, Peace Links has initiated a two year nationwide public
educational campaign, targeting women across the country,that is to be=
launched
by a Conference of Women for Responsible National Security in December, with
several partner organizations signed on.
This is in addition to Peace Links' other major program areas that
include partnering with the Library of Congress's Young Russian Leaders=
Program
and Youth Links, which is addressing the increasing violence in schools by
empowering the students and communities to diminish such violence through=
joint
activities.
Its founder, Betty Bumpers, is a remarkable role model for women=
(and
men) and will indeed stir things up at the U.S. Institute of Peace to make=
it a
real peacemaking operation.

Tomorrow is also the day I meet with some of the leaders of the
religious and peace movement here in Vieques to discern with them the future=
of
the fast. I am prepared to keep fasting on water-only. The last visit to the
doctor showed that I have not yet entered into a critical stage of the fast
that would be detrimental to my long-term health.=20
However, there is no indication that anyone here is asking me to
continue fasting. After 70 days of fasting on liquids, 50 of which have been=
on
water-only, they are saying that the fast should shift to something else. I=
am
completely open to whatever consensus comes from the meeting. If I do
transition out of the water fast, as is most likely, I will take great care
with how this is done. I will also do so knowing that many hundreds of=
people
have learned about the situation in Vieques as a result of the fasting that=
I
and others have been doing for Vieques, and that especially tomorrow, people
will be praying, fasting and acting on behalf of this land and people who=
have
suffered so much.=20

Navy Detains Protesters on Vieques=20

SAN JUAN, Puerto Rico (AP) =97 The U.S. Navy detained 65 protesters
Sunday
near a former weapons depot on the Puerto Rican island of Vieques, part of a
day of antimilitary demonstrations.=20
The protesters entered the base by crawling under a fence before dawn, Navy
spokesman Lt. Jeff Gordon said. They would likely face trespassing charges,=
he
said.=20
Later in the day, thousands of Puerto Ricans marched to demand the
military abandon the Vieques training ground it has used since the 1940s.=20
"What's that sound I hear? It's the people on the warpath!" they chanted,
waving Vieques' blue-and-white flag. [this was not a common chant=
whatsoever...
the most common one was "Vieques Yes, Navy No" or "Navy Out"]
Authorities have arrested more than 600 protesters since May. More=
than
400 await trial on trespassing charges.=20
The Navy controls about two-thirds of the 20-mile by four-mile=
island.
Opposition to the military's presence on Vieques flared in April 1999, when=
a
U.S. Marine Corps F-18 jet dropped two 500-pound bombs off target, killing a
civilian guard on the range.=20
Protesters occupied the bombing range to thwart further exercises=
until
U.S. marshals forcibly removed them on May 4.=20
Navy opponents say the military exercises have damaged the=
environment,
stunted the island's economy and endangered residents. The Navy says their
claims are exaggerated and argues that the training is necessary to national
defense.=20
President Clinton promised the Navy would abandon the western=
weapons
depot and leave Vieques completely if the island's 9,400 residents vote in a
referendum to expel it. That vote is expected before mid-2002.
