RE: NUCLEAR DISARMAMENT RESOLUTIONS IN UNGA FIRST COMMITTEE
Dear Foreign Minister Downer,
The above and undersigned organizations are writing with respect to a
number of resolutions relating to nuclear weapons, which are due to be
submitted to the United Nations General Assembly First Committee in early
October and the Sept 13 statement by the New Agenda group.
We believe these resolutions and the NAC initiative in particular are all
very much worthy of support and will help to further the objective of the
total and unequivocal elimination of nuclear weapons, to which all NPT
signatories affirmed their commitment at the recent NPT Review Conference.
We particularly draw your attention to the 13 Sept. statement by the
foreign ministers of New Zealand, Sweden, Ireland, South Africa, Mexico,
Brazil and Egypt, concerning the New Agenda resolution.
We believe that it is essential that the nuclear weapon states be strongly
pressed to implement the commitments made at the 24April - 19May 2000 NPT
Review Conference. This country as a key US ally has an important role to
play, which we will fail to play if we are unprepared to press the US in
particular to fulfill its disarmament obligations.
The most important of the resolutions before the First Committee is
undoubtedly the resolution:
(1)'Towards a Nuclear-Weapon-Free World - The Need for a New Agenda', which
will be submitted for the third year running.(54/54G)
Other resolutions which we urge the government to support include:
(2) the Nuclear-Weapon-Free Southern Hemisphere and Adjacent Areas
resolution, (54/54L)
(3)Convention on the prohibition of the Use of Nuclear Weapons (54/55D)
(4)Follow-Up to the Advisory Opinion of the International Court of Justice
on the Legality of the Threat or Use of Nuclear Weapons (54/54Q)
(5)Preservation and Compliance with the treaty on the Limitation of
Anti-Ballistic Missile Systems (54/54A)
(6) Prevention of an Arms Race in Outer Space(PAROS) (54/53 1 Dec. 1999)
(7)Reducing Nuclear Danger (54/54K)
We note that Australia last year abstained on the New Agenda
resolution,(though not on OP-7), that it abstained also on the ICJ
resolution (but was in favor of OP-1), that it voted against the resolution
on the prohibition of the use of nuclear weapons, abstained on the ABM
resolution, voted against the Resolution on Reducing Nuclear Danger, and
voted in favor of the resolution on the Prevention of an Arms Race in Outer
Space and in favor of a nuclear weapons free zone in the southern
hemisphere and adjacent areas.
We applaud the votes in favor of the PAROS resolution and the Nuclear
Weapons-Free Southern Hemisphere, and urge that the government vote in
favor of the New Agenda resolution, the ICJ resolution, the nuclear
weapons prohibition resolution, the ABM resolution, and the resolution on
reducing the nuclear danger.
The New Agenda Resolution in particular, offers a way forward towards the
goal of a nuclear weapons-free world, while the New Agenda grouping has
proved that it has the support of the overwhelming majority of the world's
governments. A vote by an important US ally such as Australia would also
send a strong signal toward the US itself that it must do more to achieve
concrete agreed measures to further reduce the operational status of
nuclear weapons systems, and a diminishing role for nuclear weapons in
security policies. This would include moves to de-alert all nuclear weapons
and to adopt a no-first-use policy.
It is deeply regrettable that, last year, in spite of resolutions in the
Australian Senate in favor of the New Agenda Resolution, the government
chose not to vote in favor of the NAC. We hope that this year it will both
vote for the NAC Resolution and work with the NAC group.
A vote by Australia in favor of the resolution on the ABM treaty would
likewise do much to place pressure on the US not to proceed with what is
considered by the overwhelming majority of the governments in the world to
be a destabilizing and unwise deployment of an NMD system.
The deployment of NMD by the US will in fact make impossible any of the
progressive steps, especially further movement on START-II and III, which
have been called for not only by successive New Agenda resolutions but also
by the final declaration of the NPT Revcon. Australia should indicate
clearly to the US that it does not support NMD and that it does support the
retention of the ABM treaty in its present form and without alterations
that would permit the deployment of NMD. Your attention is drawn in this
context, to the 29 June 2000 resolution passed by the Australian Senate
against NMD.
A vote in favor of the resolution on the ABM treaty would also be
consistent with our vote in favor of the PAROS resolution. It is utterly
vital that space not become an arena in which conflict can take place, or
in which weapons platforms are stationed.
Finally, one would have thought that the next three resolutions (the ICJ
followup, the reduction of nuclear dangers and the prohibition of the use
of nuclear weapons) had no possible arguments against them.
The resolution on the reduction of nuclear dangers is a mild version of the
recommendations of Australia's own Canberra Commission, asking as it does
for the review of Launch on Warning policies and for de-alerting. Given
the extreme long-term danger posed by the possibility of accidental nuclear
war if current alert status is maintained indefinitely, it is hard to
comprehend Australia's negative vote on this commonsense resolution.
Australia argued before the ICJ that the use of nuclear weapons would be a
violation of international law. Thus it is hypocritical for Australia to
oppose the resolution proposing that this be codified into an international
agreement. Australia also spoke in the ICJ of the obligation to negotiate
complete nuclear disarmament. The affirmation of this obligation by the ICJ
and the highlighting of this by the UN resolution on the ICJ opinion should
lead to active Australian support for this resolution.
It is argued that this is 'premature', but this means little beyond that
some countries still do not like the idea of fulfilling their legal
obligations.
We note that a large number of resolutions on nuclear weapons and related
topics are likely to be submitted to the first committee, including also
the Consolidation of Peace Through Practical Disarmament Measures. Some of
these you may have already decided to vote for. In general however, the
resolutions we have pinpointed are the ones which if passed will produce
the most benefit and where a positive vote by this country will mean the
most.
If Australia confines itself to voting entirely for resolutions where a
positive vote by this country will make no waves at all and will be
entirely uncontroversial with powerful allies, we will have failed to make
a real contribution to the elimination of nuclear weapons.
Accordingly the undersigned organizations urge you to vote for and to
actively promote the New Agenda resolution, the ICJ followup resolution,
the Nuclear Weapons prohibition resolution, the resolution on the ABM
treaty, the resolution on reducing nuclear danger, the PAROS resolution and
the Nuclear-Free Southern Hemisphere resolution.
We urge you to consider these resolutions in a positive light and to vote
for them, and to work actively in cooperation with the governments of new
Zealand, Ireland, Sweden, Brazil, Mexico, and Egypt to pressure the weapons
states to fulfill their NPT Article VI obligations as affirmed at the
recent NPT Review conference, and ask your government to state clearly how
it intends to facilitate the implementation of the commitments made at that
conference, and enshrined in its final declaration.

speechwriter to US Presidential candidates Udall, McGovern, Mondale, Jesse
Jackson, now stumping for Ralph Nader's Presidency as a "Berlin Wall"
surprise analog, Dr. Brian O'Leary, who is pushing hemp for the environment,
new-energy technologies to replace nuclear and fossil fuel power, new
science health and healing applications, and a global spiritual
reawakening --- to save the Earth and solve critical local, national, and

Dear Friends,
Meredith and I are are now in Colorado retreating, writing,
painting and lecture-touring. I just turned sixty and (gratefully) am
spending ever more time as a "nomad scientist" at places of renewal,
especially the Sivananda Yoga Ashrams. This has been a year of
simplification, (including this web site) with a focus on caring for our
91-year old mothers and stumping for our Mother Earth, and passionate
expression. While here, I am helping actor Dennis Weaver at the Institute of
Ecolonomics and Professor Maury Albertson at the International Association
for New Science to come up with clean energy solutions. I also await a
position as science editor of a new TV network. One I think will make a
difference in this crazy world.
More than ever, I am convinced that conceptual solutions to our deepest
environmental, social and spiritual concerns do exist; that distraction,
denial and greed are preventing the information we really need to hear from
getting out. Yes, the coming prospects of free energy, consciousness and a
sustainable future may seem uncomfortable for some, but it is time to
discuss and debate the issues about what could be done to eliminate
pollution, hunger, warfare, despair and unmitigated growth.
To help fulfill this goal, I have a contract with Gateway Books in
England to write a book "Re-Inheriting the Earth: Twelve Solutions for the
New Millennium", where I look at technological, personal and social
solutions. I seek American publishing and non-profit structure to support
further study of these issues. I would love to hear from you if you would

The Environment and Politics: Al Gore's Chance to Speak Out and Win
excerpt from "Re-Inheriting the Earth: Twelve Solutions for the due out

The most environmental mainstream candidate we have for U.S. President in
2000 is Vice President Al Gore. Because of the unproeceded power of money,
Gore seems to be timid about speaking out from his heart and caught by the
media in gaffes which are eroding his campaign. The net effect of such pack
journalism may be forcing Gore to suppress the greatest issue of our time in
order to be politically correct in this age of spin-doctoring.
Neither Gore nor the media are talking about what must be the most urgent
issues of our time: ending the fossil fuel age, stabilizing the air from
pollution, global warming and climate change; switching to new and renewable
energy; growing hemp and straw to replace wood to preserve our forests; and
creating a sustainable future for food, water, materials recycling and
wilderness preservation.
For example, syndicated columnist George F. Will on May 2, 1999 glibly
dismissed Gore's contention that automobiles pose "a mortal threat to the
security of every nation that is more deadly than that of any military enemy
we are ever again likely to confront," by wondering if perhaps we might bomb
Detroit instead of Serbia, he totally misses the point. According to 2500
relevant scientists comprising the U.N. Intergovernmental Panel on Climate
Change, the evidence is overwhelming that oil consumption leads the way in
creating global warming, catastrophic climate change and air pollution that
have already caused more death and misery than any bombing of Serbia or
secondhand smoke could do. Partnering with the first and only
trillion-dollar-per-year multinational industry (petroleum), the United
States leads the way in the Great Oil Glut of the 20th Century.
And for Will to say that Gore is wrong if 100 Senators may not be convinced
yet of the urgency of the matter supports the notion that any political
change is unwise. The airing of all great issues must begin somewhere, that
courageous first voice that cries out that the emperor wears no clothes. The
voices are multiplying: Diane Feinstein (D-CA) said on the Senate floor that
global warming is "the single greatest environmental threat facing our
planet."
In vivid contrast, Gore's Republican rivals George W. Bush and Dick Cheney
oilmen, would like to see voluntary industrial emission controls. That is
like asking for the fox to guard the chicken coop, symptomatic of the
selling-out of environmentalism these days. The most important global
challenges of our time could begin to be met once we become aware of what we
need to do to embrace new and renewable energy and ecology options.
I am sometimes amazed at how complacent we are about solving the global
ecological crisis at this critical juncture. The public needs to know more
about these things, including solutions that would require a new Apollo
project for the Earth. We have unprecedented prosperity to do the job. But
that can only happen if we transcend the powerful vested interests and
fashionable Gore-bashing consciousness that are thwarting responsible
attempts to return our home planet to sustainability.
Al Gore or any other candidate has the opportunity to speak out passionately
about the environment, because I think the people are ready to do something
about it. But perhaps his strategists perceive that, since he already has
some of the Green vote, why rock the boat? But history shows that those who
have courage to speak out from solid personal conviction about pressing
issues have the best quality to lead. Gore has an unprecedented chance to
draw the line with his chief opponent, so this campaign can be about
substance and not appearance. Because he hasen't done so, my vote is for
Green Party candidate, Ralph Nader.

As the new millennium dawns, I see hope for us and for reversing the
human-caused pollution of the Earth. The changes and adventure will be
exciting and challenging for us, yet time is running out. I believe
solutions are there, and can be enhanced if we transcend our denial of
emerging truths based on suppressed experiments in new science, new energy,
healing, consciousness, hemp production and evidence for contact with
nonhuman intelligence and our eternal being. I believe we have the potential
to make the needed changes, but we are going to have to let go of many
worn-out, vested interests and begin to empower ourselves toward solutions.
The birth of this process, as almost always, comes from "necessity being the
mother of invention." It is clear to me that we as a species must begin to
come back into balance with the biosphere. We must create a sustainable
future so that we may once again inherit the Earth. Not to do so will be a
deterioration of the quality of life for our children at best, and global
extinction at worst.
As a little boy I always wanted to go into space. There was no space program
then. Many of my teachers thought I was just a dreamer. Then Sputnik went up
in 1957, when I first entered college. Ten short years later I became an
Apollo scientist-astronaut destined to go to Mars. Soon after, NASA
cancelled the Mars-exploration part of the program. I went on to other
things, but I got to experience the feeling of anticipating what it would be
like to go to the red planet.
The Apollo Moon program taught me many valuable lessons. I saw it as a
crowning human achievement, an example of what we can do as a culture when
we put our minds to it. This was an extraordinary, historic achievement --
"one step for a man, one giant leap for mankind". To me, the Apollo program
epitomized the best of our collective human potential and authentic power.
It gave me a valuable reference point for the future, which I'll explain
soon.
Some years later, as a faculty member in the physics department at Princeton
University, I began to have some personal experiences that I couldn't
explain within the traditional science I was teaching. At some risk to my
credibility as a mainstream scientist, I began to dream again like the
little boy looking through the telescope at Mars and wanting to go there. I
questioned the beliefs of materialism and reductionism as being the most
general case of our reality. As I stepped ever further out of the cultural
box, I grew and groaned tremendously, losing my visibility and credibility
among colleagues.
I asked, "How can the scientific method be applied to studying experiences
such as psychic healing, transcendental consciousness, survival after death,
communication with nonhuman intelligence, crop circles, and many other
things that demand unbiased examination?" I was at first surprised to
discover that these fields were scientifically further developed than I had
imagined, but none of them had yet been integrated into the mainstream. Some
of them had, in fact, been suppressed.
I began to learn that many basic principles of consciousness and our
multi-sensory being are being confirmed by experiments in quantum mechanics,
psychokinesis, alternative healing, clairvoyance and zero point energy
generation. I am encouraged that more and more scientists are breaking ranks
with their materialistic biases to take the courageous stand that our
consciousness is the ground of all being. In my opinion, materialism is but
a limiting case of reality and we are on the threshold of a new paradigm
which will provide the means for a new renaissance in human affairs. We can
learn a lot from what many spiritual leaders and mystics have been talking
about for a long time.
My current passion is to release our enormous human potential to balance the
Earth's environment. This massive task needn't neccessarily force us to
immediately adopt radical new technologies before they are thoroughly
researched and debated. Free energy is a dramatic example of what could be
done to transcend our polluting ways, but we will need to learn to use this
resource wisely. Just in case this is abused by military interests, I would
go for low technology solutions as backup, for example, hemp biomass, solar,
and wind power.
I have witnessed and researched a dazzling array of solutions to our global
challenges. These will require an increasing awareness of clean
technologies, ever further probing our potentials as multisensory beings,
and socially inventing those structures and procedures with which to make
the necessary changes.
We in America inherit a revolutionary tradition of freedom, one which is
threatened by environmental neglect. Our people enjoy unprecedented
abundance. We therefore have an opportunity as never before to empower
ourselves into bold resolutions. Do we have the will to join in community to
dare to dream of a mega-Apollo project for the environment? I believe we do,
but we need to examine the ways in which we can come together to discuss and
debate our millennial solutions. This will require an inner-motivated
authentic power, free of the ego-traps of greed, denial and self-interest.
This new project could spin off many others, such as world peace, abundant
food, and the opportunity to evolve to higher states of being as citizens of
the universe. Many more of us may soon discover that we are not alone in the
cosmos as sentient beings, and that our awareness never dies.
Governments will have to change radically, and learn how, at last, to
convert swords to plowshares. Private industry will have to change, too, so
that the ecology and all humanity will profit from every successful business
endeavor. We must re-invent what is meant by the collective global interest,
and keep refining it so that our new direction will be felt enthusiastically
by all. We could convene a council of elders, based on an inspired
Declaration of Interdependence, to oversee this project.
I believe the global situation calls for decisive social action. It is time
to consider and debate all reasonable solutions. Then we will be on track.
Most of all, we need not be afraid to feel our feelings, to grieve the past
and then to look at transcendent solutions based on our greater essence.
They will require nothing less than our most inspiring, inner-directed
compassion and love for all creation. We are at a critical crossroads now,
and we must act now. It is time to walk through the void to the miracles
that lie ahead, together.

Current News
Global Peace Walk 2000 has traveled across the Western & Central United
States, and is presently in near Washington DC. The Peace Walkers have
walked
8 months, over 2500 miles, and through 12 states. The campaign is for
spiritual peace for the entire globe, and is now enroute to Washington DC
and
New York City and the United Nations.

Spiritual Leaders & Tribal Members

Global Peace Walk 2000 will be joined by Native American Chiefs in the
coming
weeks bringing Tribal Members to walk with us in Washington DC and onto New
York City. We are honored to help them in Washington DC as we lay the
groundwork for an audience with the President and members of Congress and
the
Senate.
Global Peace Walk 2000 is inviting Native American, Chiefs, Spiritual
Leaders, Traditional Leaders, and Ancient Storytellers from Lakota, Ponca,
Shoshone, Navajo, Pueblo, Hopi, Iroquois, and other tribes for ceremonies &
speeches during our events in Washington DC (October 5 - 12) and Ceremonies
at the UN in New York City on Ocotber 24th.
These Native American, Chiefs, Spiritual Leaders, Traditional Leaders have
also been invited to speak at the "Spiritual Environmental Summit" at
Princeton University (October 19th) and the "Spiritual Environmental Summit"
at the Baha'i Center 7-11pm in New York City (October 24th). Representatives
from many NGO's and environmental, social & political groups as well as
other
Governmental & Spiritual Leaders are also being invited to hear the
traditional elders' messages & share dialogue so that everybody can better
serve Mother Earth and Future Generations in a global spiritual-political
environment.

Global Peace Walk Project
Global Peace Walk was initiated in 1995 to mark the 50th anniversary of the
creation of the United Nations and to help inaugurate the United Nations
Decade of the World's Indigenous Peoples. It began in 1995 by a group of
concerned individuals who walked from United Nations in New York City to San
Francisco's War Memorial Building.
Fifty five years ago at the end of World War II, the Charter of the United
Nations was created. Its purpose states to "save succeeding generations
from
the scourge of war." To "reaffirm faith in the dignity of human rights" and
to "live together in peace."
This year, Global Peace Walk 2000 is walking again across America to mark
the
United Nations 55th anniversary and the mid-point of this United Nations
Decade designation --and to help inaugurate the UN. Year and Decade of
"Creating a Culture of Peace for the 21st Century".
Today we continue to carry the urgent message of "Global Peace Now", a
Future
Generations' Prayer. Throughout the United States, GPW has received letters
of support from the United States President, the Vice President, a United
States representative to the United Nations, mayors, governors, senators,
spiritual leaders, a political prisoner, cultural leaders, Tribal Nations,
environmental organizations, and many others.
To Present and Future Generations
All over the world, people are fighting for land and life. The
exploitation of natural resources through short-sighted, out-of-balance
consumerism threatens the existence of all living beings that live on the
earth right now. We emphasize that we must do whatever we possibly can to
bring back the spiritual relationship with earth, water, fire and air. We
must hold our hands together and act together to correct these imbalances.
We
need to use our logic, wisdom and knowledge to remove all pollution and
chaos
that we face everyday. People must cooperate together as human-beings beyond
race, gender, class, religions, ideologies and countries.
We have continually been addressing the United Nations to say that we
must reestablish the balance in our land and life. The nations of the world
must heed this warning now. Otherwise because of the destruction of nature
and belligerent confrontation (wars) that cover up the earth, catastrophe
that humanity has never experienced before potentially awaits.

"Spiritual Environmental Summit"

Global Peace Walk 2000 will end on October 24, 2000 (United Nations Day) in
New York City with ceremonies at the United Nations. We feel that a
"Spiritual Environmental Summit" is a fitting culmination of Global Peace
Walk 2000, and is necessary at this time with the current "Global
Environmental & Political Emergencies."
The "Spiritual Environmental Summit" will be held at Princeton University
(October 19th) and at the Baha'i Center 7-11pm in New York City (October
24th) with this continent's traditional leaders offering their stewardship
and wisdom to the growing "deep ecology" movement and the UN General
Assembly
and NGO's.
Our prayer is to Develop a Spiritually United Nations on the 55th
Anniversary
of the United Nations Original Charter. This globe is our house and altar.
When we hold Land & Life as sacred, we won't pollute and destroy it. At this
time, we feel it is important for indigenous spiritual elders' messages to
be
up front & known in order to help guide us back to a sustainable pathway.
We are inviting elders from Lakota, Ponca, Shoshone, Navajo, Pueblo, Hopi
and
