Nader Criticizes Health Hazards of Nuclear Development
ALBUQUERQUE, NM, - Ralph Nader today criticized the cavalier manner
in which health and environmental concerns have been handled in
uranium mining and nuclear development in New Mexico since the 1940s.
Nader, the Green Party candidate for President, said the state
continues to suffer from the fallout from the nation's drive to gain
nuclear supremacy during the Cold War. Nader said declassified
documents reveal that the government knew from the beginning of the
dangers of working with uranium, but did nothing to reduce the
dangers or inform the workers.
The mines employed thousands of Navajo men desperate for work and
unaware of the health dangers stemming from uranium's radiation. As a
result, workers wore no protective clothing, breathed air and drank
water clogged with radioactive dust and exposed their families to
contamination when they returned home from work.
Nader said there are now proposals to revive uranium mining in the
state by developing three new mines near Crown Point and Church Rock.
The mines would contaminate the sole drinking water supply for 15,000
people, mostly Navajos. The Nuclear Regulatory Commission has
licensed the mines to a subsidiary of Uranium Resources, Inc.
Nader also criticized plans to expand a nuclear waste disposal
facility - the Waste Isolation Pilot Plant (WIPP), which opened in
1999 despite strong citizen opposition.
The Department of Energy (DOE) plans to turn the facility into a
long-term surface nuclear waste storage facility in addition to its
present function as an underground repository.
Several citizen action groups including the Southwest Research and
Information Center, Citizens for Alternatives to Radioactive Dumping,
Concerned Citizens for Nuclear Safety, and Nuclear Watch of New
Mexico oppose the expansion.
DOE is now asking the New Mexico Environmental Department (NMED) to
grant "temporary authorization" so that the expansion could begin
even before the public comment period ends on September 26.
"This is not a project that should be undertaken in haste without
full public input," Nader said. "DOE is out of bounds in urging that
the comment period be cut short."

[As I write this, the TV news is announcing that the Bush campaign included=
a
subliminal "RATS" in its latest anti-Gore message, so I burst into laughter
when I simultaneously read that Lynn Cheney will testify today in the Senate
about "HOW THE ENTERTAINMENT INDUSTRY MARKETS VIOLENCE TO CHILDREN." Mrs.
Cheney is quoted as saying, "The time has long passed when we can shrug off
violence in the entertainment industry by saying it has no effect. It=
debases
and degrades the culture our children are growing up in and the leaders of=
the
entertainment industry have to face up to that and understand their
responsibilities." Amen, and I hope Bush catches on. et]

Well, I think I've been living in a parallel universe, because when=
I
got home last night and watched the television news, I learned that the
peaceful protest I'd attended for most of the day was in fact the scene of
"mounting violence" as the "protest got out of hand". Strike me pink! Could
this possibly be the same S11 protest that I'd been at?
Yes and no. The clashes between police and protesters did happen. In
every case, the police charged the demonstrators with little or no warning,
using force as a first option. Presumably they had decided that a warning=
to
the crowd would more likely have led to the boosting of numbers at the=
pressure
points rather than an orderly dispersal of the crowd. I think this was a=
fair
assumption. Does it justify charging a crowd in a surprise attack? It seems
that depends who you ask.... For those whose sisters, daughters, sons,
relatives are there, don't worry. People are being sensible. There is lots=
of
solidarity and support to spare. And there are many, many, many, many more
people there than you'll see in the brief snatches of "violence" on TV=
tonight,
all going about a peaceful protest. [Am I the only one who sees the
similarities in training, tactics, and attitudes among police and press in
Seattle, Toronto, Washington, D.C., Philadelphia, and now Sydney.....? Full

BACKGROUND:
In the Draft PEIS the DoE states that they must "assess the need of=
expansion
of its existing nuclear infrastructure" due to growing demand for space=
nuclear
power.
DoE maintains that "NASA has yet to identify or demonstrate technologies=
that
can visibly replace plu-238-fueled radioisotope power systems for use in=
deep
space missions."
DoE further states that "Because the supply of plu-238 produced at
Savannah River Site (S.C.) to support NASA space missions is limited, DoE
signed a 5-year contract in 1992 to purchase plu-238 from Russia. The=
political
and economic climate in Russia creates uncertainties as a source of plu-238=
to
satisfy future NASA space mission requirements."
DoE thus proposes to "re-establish a domestic capability for=
producing
and processing this material. Since the SRS facilities previously used for
plu-238 production are no longer available, DoE needs to evaluate other DoE
irradiation and chemical processing facilities, as well as potential=
commercial
light water reactors for this mission. Unless an assured domestic supply of
plu-238 is established, DoE's ability to support future NASA space=
exploration
missions may be lost."
DoE states that the targets for plu-238 production would be=
fabricated
in one of three facilities at:
* Oak Ridge Nat'l Laboratory (TN)=20
* Hanford Site (WA)=20
* Idaho Nat'l Engineering & Environmental Laboratory
Among the space missions requiring space nuclear power in coming years are:
* Pluto/Kuiper Express (16 pounds)=20
* Europa Orbiter & Solar Probe (6.6 pounds)=20
* NASA Mars Surveyor series=20
* Nuclear Powered mining colonies on Moon/Mars=20
* Nuclear Powered rockets to Mars
TALKING POINTS TO DoE
1) NASA is not doing enough to develop environmentally benign power sources=
for
space missions. European Space Agency (ESA) has now developed=
high-efficiency
solar cells for deep space missions.
2) The plutonium production/fabrication process for space nuclear power
missions has recently led to several worker contamination accidents. An
expansion of production will only worsen this problem.
3) Expanding the number of launches of nuclear powered space devices from=
Cape
Canaveral on rockets with 10% failure rates will only increase the=
possibility
of a deadly mishap.
4) The massive cost of expanded production of plu-238 can not be justified=
at a
time when DoE admits it needs over $300 billion to clean-up existing=
problems
at DoE facilities.
5) The military is promoting the use of nuclear power in space for=
space-based
weapons technology. Using nuclear power for space war will have severe
environmental implications for life on Earth.
