  25. For those of you in the Central and Mountain time zones, the CBS-TV live
  26. re-make of the anti-nuclear thriller Fail Safe will not be at 9:00 p.m.,
  27. as CBS had previously told us.  The show will air at 8:00 Central time,
  28. 7:00 Mountain time.  For east and west coast activists, nothing has
  29. changed; Fail Safe will air at 9:00 Eastern and 9:00 Pacific time.
  30. Thus, the show will be "live" in all time zones except Pacific.  CBS
  31. apologized for their error.  Let me stress once again that everyone
  32. should call their local CBS station to confirm the time the show will
  33. air in your town, but the information we have now is 9:00 Eastern, 8:00
  34. Central, 7:00 Mountain, and 9:00 Pacific.

  36. I realize this new information poses a problem for those of us
  37. (including me) in Central or Mountain time zones who've already
  38. scheduled watch parties based on the erroneous information that the show
  39. would be on at 9:00.  (We have at least four parties to reshedule in
  40. Northern Indiana, and we had a front-page article in yesterday's Goshen
  41. News on Fail Safe with the wrong time. Ugh!) At least we have six days
  42. to reschedule watch parties an hour or two earlier and contact attendees
  43. and the local media. My apologies, again, we had been fed erroneous
  44. information by CBS.
  45.  
  46. On another note, the CBS website, <www.cbs.com>, now has much more
  47. information about Fail Safe.  It will be a re-make of the original, that
  48. is it will be set in 1964, not updated to 2000.  George Clooney said
  49. they tested the original film to a group of young people and found that
  50. the fear of nuclear war still resonated with them.  Some activists have
  51. expressed concern to me that the film might be somehow turned around
  52. into a pro-nuke, or at least pro-Star Wars film. While I can't guarantee
  53. anything, I haven't seen the re-make (nor has anyone else, because it's
  54. being done live), I don't see how the film itself could be turned into a
  55. piece of pro-nuke propaganda. If pro-nuke folks try to use the film as
  56. an occasion to say, in the media, that "the continuing danger of
  57. accidental nuclear war shows why we need missile defense", then that's
  58. great, it provides us with an opportunity to refute that nonsense and
  59. give our answer, that the continuing nuclear danger shows that the only
  60. answer is to eliminate the scourge of nuclear weapons from the face of
  61. the earth.  Matter of fact, I hope some pro-nuke folks do try that line,
  62. so we can bring the debate out of its slumber.

  88. It has come to my attention that the new flier for the US Abolition campaign (I
  89. haven't seen it yet) asks people to lobby for the Woolsey and Markey
  90. resolutions, but doesn't mention Norton's bill, HR-2545
  91. (http://prop1.org/prop1/prop1.htm).  I know you are aware of it.  I don't know
  92. who prepared the flier, and accidents happen, but I have a suspicion that this
  93. was a policy decision rather than oversight.

  171. last decade+ for abolition, and thus helped get E.H. Norton to sponsor a
  172. bill she was also initially inclined to ignore.  I hope the US abolition
  173. campaign coordinators take a different course than to ignore this.

  228. Recently, corporate giant Wal-Mart announced it will be among the first to
  229. sell raw meat products that have been exposed to doses of radiation equal
  230. to or greater than 10 million x-rays.  Rather than insuring that meat is
  231. not contaminated with fecal matter, which harbors food-borne disease, the
  232. meat industry will attempt to kill the bacteria with radiation.  Irradiated
  233. food will soon be test-marketed around the country.

  237. Wal-Mart is planning to sell irradiated meat at a premium. Customers will
  238. not be warned that their meat could still contain fecal matter, they will
  239. only be told that irradiation has made their food ∞bacteria freeε which is
  240. a potentially dangerous stretch of the truth. Customers will not be told
  241. that irradiation destroys nutrition and creates new, untested chemicals in
  242. food.  Tell Wal-Mart you will not buy their filthy meat!

  254. Consumers need to be informed that proper handling and thorough cooking of
  255. meat kills bacteria and will protect them against food-borne disease.  But,
  256. the meat industry would rather use a band-aid approach to solving food
  257. safety problems than clean up filthy slaughterhouses.  If the meat industry
  258. cared about public health, would it promote food irradiation, which:
  259.  
  260. Depletes vitamins and minerals;
  261. Creates new chemicals in food, some of which are known carcinogens;
  262. Poses a threat to workers and the environment through the use of
  263. radioactive materials and deadly levels of radiation;
  264. Creates more nuclear waste, adding to the already staggering problem?
  265.  
  266. No!  If the meat industry was concerned with public health, it would clean
  267. up its factory farms and offer a product that deserves consumer confidence.
  268. Instead, industry is pressuring the Food and Drug Administration to allow
  269. the sale of irradiated meat without labels in order to keep consumers in
  270. the dark.  Seventy-seven percent of Americans say they do not want to buy
  271. irradiated filth.*  Do you?

  288. As a long-time customer of Wal-Mart, I am writing to express my outrage
  289. that your stores are selling irradiated meat.  Irradiation serves as a mask
  290. to the problem of poor meat processing practices that leave meat
  291. contaminated with feces, urine and puss.  Although irradiation may kill
  292. most of the bacteria, meat still may contain fecal matter.
  293.  
  294. While proponents of the process state that irradiation will make food
  295. safer, no one really knows the health impacts of eating irradiated food.
  296. New chemicals called unique radiolytic products are created in the
  297. irradiation process and no testing has been done to identify these
  298. chemicals, much less to determine if they are safe.  The evidence indicates
  299. that chromosomal damage (among other problems) could occur as the result of
  300. consuming irradiated food.

  302. Foods that have been exposed to ionizing radiation have second-rate
  303. nutrition and counterfeit freshness.  Even at low doses, some irradiated
  304. foods lose 20% of vitamins such as A, C, E and B complex.  Because
  305. irradiation breaks down the foodφs cell walls, accelerated vitamin losses
  306. occur during storage≤up to 80%.
  307.  
  308. According to your Website, ∞Sam Walton believed that each Wal-Mart store
  309. should reflect the values of its customers and support the vision they hold
  310. for their community.ε Mr. Scott, you should know that American consumers do
  311. not value meat products treated by the radiation equivalent of 10 to 70
  312. million x-rays.  As a matter of fact, market research shows that consumers
  313. are overwhelmingly opposed to eating irradiated food.  A 1997 CBS News poll
  314. found that 73 percent of the public opposed radiation and 77 percent would
  315. not eat irradiated food.  A 1999 poll, jointly sponsored by the American
  316. Association of Retired Persons (AARP) and the Center for Science in the
  317. Public Interest (CSPI), found that 86 percent of Americans want irradiated
  318. food labeled.

  321. pledge not to sell irradiate meat and to clearly label the beef sold at
  322. Wal-Mart as IRRADIATION FREE!

  357. The food industry and its allies in the federal government are promoting
  358. the use of high levels of radiation to "sterilize" the filth that
  359. contaminates our food. Rather than ensuring clean, wholesome, high-quality
  360. food by cleaning up the food industry, the Food and Drug Administration
  361. (FDA) and the U.S. Department of Agriculture (USDA) have legalized the
  362. irradiation of food, a technological fix that hides the real cause of
  363. food-borne illness: filthy food produced by factory farms and processed at
  364. slaughterhouses.
  365.  
  366. The emergence of new bacteria like deadly strains of deadly E. coli are a
  367. direct result of industrialized farming practices. Food irradiation is a
  368. short-term, unproven fix for a long-term problem with the way our food is
  369. produced and processed.
  370.  
  371. Many kinds of food can now be irradiated, including fruits, vegetables,
  372. beef, poultry, lamb, pork, and spices.  The government legalized food
  373. irradiation based on studies conducted before 1980-modern toxicological
  374. studies on the safety of irradiated food have not been performed.
  375.  
  376. Irradiation creates new chemicals in food, called unique radiolytic
  377. products (URPs), many of which have not been identified, much less tested
  378. for safety. Enough scientific evidence exists to cause concern, including
  379. evidence of chromosomal damage. Irradiation also destroys vitamins,
  380. enzymes, and beneficial bacteria.
  381.  
  382. According to FDA and USDA regulations, irradiated food has to be labeled if
  383. sold in retail stores such as supermarkets.  However, labeling is not
  384. required in restaurants, schools, hospitals, or by food caterers or food
  385. service providers. Under pressure from the food industry, the FDA is
  386. considering eliminating labeling altogether.
  387.  
  388. Since no one knows the effects of feeding growing youngsters irradiated
  389. food, parents should be especially concerned. Processed foods, such as baby
  390. food, do not have to be labeled if irradiated. Schools are not required to
  391. tell parents that they are serving irradiated food. The government has
  392. shown no concern for the health impacts on children (or the elderly, or
  393. low-income people) that may end up eating food made less nutritious from
  394. exposure to radiation.
  395.  
  396. Most irradiation facilities use the radioactive isotopes Cobalt 60 or
  397. Cesium 137. If food irradiation becomes economically feasible, hundreds of
  398. new irradiation facilities will be built across the North American
  399. continent, creating additional radioactive waste disposal and transport
  400. problems.
  401.  
  402.  
  403. Actions:
  404.  
  405.   The FDA should continue requiring the labeling of irradiated food.
  406. People have a right to know whether their food has been exposed to an
  407. amount of radiation equal to between 10 million and 70 million chest
  408. x-rays.
  409.  
  410.   Congress should strengthen food-labeling laws so consumers know in all
  411. circumstances whether their food has been irradiated.
  412.  
  413.   Corporations that plan to sell irradiated food products should honor a
  414. consumer's right-to-know by voluntarily providing easy-to-read labels for
  415. all processed foods.
  416.  
  417.   Those corporations that plan to sell irradiated foods should inform
  418. customers that the food product could still contain fecal matter and that
  419. irradiation destroys vitamins and creates untested chemicals, this is
  420. especially true when selling irradiated meat and other products at a
  421. premium.
  422.  
  423.   Restaurants, schools, airlines, hospitals and food service providers
  424. should voluntarily label food as irradiated so that people know what they
  425. are eating.
  426.  
  427.   Congress should fund new and unbiased research on the toxicological
  428. effects of food irradiation. These studies should determine the health
  429. impacts from eating unique radiolytic products (URPs), which are created by
  430. exposing food to radiation. Studies should also look at the safety impacts
  431. caused by the irradiation of various food additives and contaminants, such
  432. as pesticides, chlorine, dyes, bacteria, and viruses.
  433.  
  434.   Federal and state agencies that allow food irradiation should be required
  435. to perform an environmental impact statement regarding the environmental
  436. danger associated with the increased use, handling, transporting, and
  437. disposal of radioactive materials.
  438.  
  439.   Congress should require the FDA and the USDA to address the root causes
  440. of food borne disease: factory farms and filthy slaughterhouses.
  441.

  465. the US CAMPAIGN's  Coordinating Committee members, about 1 month ago I
  466. asked that you, as Convener of the Congressional FocusWorking Group, be
  467. contacted to brief the Coordinating Committee re:  Norton's bill,
  468. because I felt that we should consider it along with the Woolsey/Markey
  469. resolutions.  Apparently you never got that request.  So, let me now ask
  470. that you, if you have the time available, please send your assessment of
  471. the Norton bill to us in time for our next conference call on April 12.

  1095. Mr. KUCINICH (for himself, Ms. WOOLSEY, Mr. HINCHEY, Ms. BALDWIN, Mr. OWENS,

  1097. MARKEY, Ms. MCKINNEY, Mr. GUTIERREZ, and Mr. JACKSON of Illinois) submitted the
  1098. following resolution; which was referred to the Committee on International
  1099. Relations 
  1100.                                     RESOLUTION
  1101.  
  1102. On reducing the risks and dangers associated with nuclear weapons in the new
  1103. millennium. 
  1104.  
  1105. Whereas it has been 10 years since the end of the Cold War and thousands of
  1106. nuclear weapons still exist and remain on hair trigger alert postures
  1107. prolonging the possibility of accidental nuclear war; 
  1108.  
  1109. Whereas the United States has failed to fulfill its obligations toward nuclear
  1110. disarmament under article IV of the Nuclear Non-Proliferation Treaty to pursue
  1111. negotiations in good faith on effective measures toward nuclear disarmament; 
  1112.  
  1113. Whereas the bilateral measures for nuclear arms control under the Strategic
  1114. Arms Reduction Treaty (START) process have ground to a halt with restrictions
  1115. by the Congress for further cuts below START II levels until the Russian Duma
  1116. ratifies START II; 
  1117.  
  1118. Whereas in 1991 President George Bush ordered the United States to unilaterally
  1119. withdraw tens of thousands of forward-deployed nuclear tactical weapons and
  1120. remove thousands more from high alert status and Russian President Gorbachev
  1121. reciprocated; 
  1122.  
  1123. Whereas on August 19, 1999, Russia proposed additional reductions by cutting
  1124. nearly in half the number of nuclear warheads that would be allowed under a
  1125. prospective START III treaty and the United States failed to agree to the
  1126. offer; and 
  1127.  
  1128. Whereas previous congressional resolutions on furthering complete nuclear
  1129. disarmament (such as H. Res. 82) require the urgent attention of the Congress
  1130. to adopt such measures for the prompt reduction of nuclear weapons ; and 
  1131.  
  1132. Whereas a congressional delegation met with a Duma delegation during the war in
  1133. Kosovo and successfully promoted cooperation and built confidence between both
  1134. countries: Now, therefore, be it 
  1135.  
  1136.     Resolved, That the House of Representatives--
  1137.  
  1138.         (1) urges the President to initiate emergency negotiations with Russia
  1139. leading to reciprocal reductions in the strategic and substrategic arsenals in
  1140. both countries;
  1141.  
  1142.         (2) welcomes House Resolution 82 and requests the support of the
  1143. Congress to promote measures through the United Nations on nuclear disarmament;
  1144. and
  1145.  
  1146.         (3) requests that a congressional delegation convene meetings to
  1147. discuss nuclear disarmament of United States and Russian nuclear arsenals with
  1148. a delegation from the Russian Duma as soon as possible.

  1442. RESOLUTION</div>
  1443. <br>
  1444. <div>On reducing the risks and dangers associated with nuclear weapons in
  1445. the new millennium. </div>
  1446. <br>
  1447. <div>Whereas it has been 10 years since the end of the Cold War and
  1448. thousands of nuclear weapons still exist and remain on hair trigger alert
  1449. postures prolonging the possibility of accidental nuclear war; </div>
  1450. <br>
  1451. <div>Whereas the United States has failed to fulfill its obligations
  1452. toward nuclear disarmament under article IV of the Nuclear
  1453. Non-Proliferation Treaty to pursue negotiations in good faith on
  1454. effective measures toward nuclear disarmament; </div>
  1455. <br>
  1456. <div>Whereas the bilateral measures for nuclear arms control under the
  1457. Strategic Arms Reduction Treaty (START) process have ground to a halt
  1458. with restrictions by the Congress for further cuts below START II levels
  1459. until the Russian Duma ratifies START II; </div>
  1460. <br>
  1461. <div>Whereas in 1991 President George Bush ordered the United States to
  1462. unilaterally withdraw tens of thousands of forward-deployed nuclear
  1463. tactical weapons and remove thousands more from high alert status and
  1464. Russian President Gorbachev reciprocated; </div>
  1465. <br>
  1466. <div>Whereas on August 19, 1999, Russia proposed additional reductions by
  1467. cutting nearly in half the number of nuclear warheads that would be
  1468. allowed under a prospective START III treaty and the United States failed
  1469. to agree to the offer; and </div>
  1470. <br>
  1471. <div>Whereas previous congressional resolutions on furthering complete
  1472. nuclear disarmament (such as H. Res. 82) require the urgent attention of
  1473. the Congress to adopt such measures for the prompt reduction of nuclear
  1474. weapons ; and </div>
  1475. <br>
  1476. <div>Whereas a congressional delegation met with a Duma delegation during
  1477. the war in Kosovo and successfully promoted cooperation and built
  1478. confidence between both countries: Now, therefore, be it </div>
  1479. <br>
  1480. <div>    Resolved, That the House of
  1481. Representatives--</div>
  1482. <br>
  1483. <div>        (1) urges the President
  1484. to initiate emergency negotiations with Russia leading to reciprocal
  1485. reductions in the strategic and substrategic arsenals in both
  1486. countries;</div>
  1487. <br>
  1488. <div>        (2) welcomes House
  1489. Resolution 82 and requests the support of the Congress to promote
  1490. measures through the United Nations on nuclear disarmament; and</div>
  1491. <br>
  1492. <div>        (3) requests that a
  1493. congressional delegation convene meetings to discuss nuclear disarmament
  1494. of United States and Russian nuclear arsenals with a delegation from the
  1495. Russian Duma as soon as possible.</div>
