Las Vegas Mayor Oscar Goodman has proclaimed February 17th as Global Peace
Walk Day 2000 in Las Vegas, adding his message and proclamation of support
to those of other city mayors and religious, community and political leaders
for Global Peace Walk 2000 which arrives in Las Vegas, Nevada, tomorrow,
Wednesday, February 16th for a noon ceremony with messages offered at the
Department of Energy Office at Losse Road and Energy Way where it will
depart 11AM on Thursday, February 17th walking to City Hall to offer thanks
to the mayor on the way towards Washington DC and the United Nations in New
York City where the walk will deliver these messages in October. (final

From 2-5PM tomorrow afternoon (Wed Feb16) interested local residents will
join the walkers for a New Energy Science Briefing that they will be
receiving on the progress of research on new energy technologies to replace
nuclear and fossil fuel power and neutralize (transmute) radioactive wastes.
This briefing will be offered by Hal Fox of the Institute for New Energy in
Salt Lake City and by Gary Vesperman from Las Vegas who will both be at the
walk's ceremony at the DOE. The 2-5PM afternoon briefing will be held at
Griffith Methodist Church where the walkers will also be staying overnight
Feb16, at 1701 East Oakey (located about 1/2 way between Sahara and
Charleston and about 1/2 way between Eastern Avenue and Maryland Parkway).
Dr. Fox is editor of the peer-reviewed New Energy Journal and he is a
leading figure globally among scientists involved in this New Energy
research. He has twice presented his LENT (Low Energy Nuclear
Transmutation) process for neutralizing radioactive wastes to the American
Nuclear Society of physicists. He and Vesperman strongly feel this LENT
process for onsite remediation of nuclear wastes is far superior to the idea
of shipping such wastes from all over to Yucca Mountain for burial. Fox
will also be available for interviews after his arrival in Las Vegas tonight
until his departure on Thursday or Friday this week. He can be reached

The Year 2000 Global Peace Walk (for the United Nations 55th Anniversary
from San Francisco, January 15th, to Washington DC to New York City to help
inaugurate the UN Year and Decade of Creating a Culture of Peace for the
21st Century) will be coming to Las Vegas, Nevada, tomorrow, February
16th, to unite all survival issue messages in the fervent prayer for "Global
Peace Now!" as a universal human resolve, with the 11AM local walk from
Doolittle Park on Lake Mead Blvd for a mile or two to the Department of
Energy Office at Losse Road and Energy Way between Lake Mead & Cheyenne
Boulevards for a 12-1PM circle ceremony with prayers and messages offered
relating to the Year 2000 Abolition of nuclear testing, weapons, power,
mining, and wastes and the related cause of "Global Peace Now!".
The Global Peace Walk initiator, Zen Buddhist Monk Rev. Yusen Yamato, will
offer his prayer ceremony and participants will offer comments on how to
solve critical energy issues and mental inertia problems,
and how to help the DOE and others get adequate funding to properly
investigate and implement the New-Energy Technologies now becoming available
to replace nuclear and fossil fuel power as well as to neutralize
(transmute) radioactive wastes.
Capital Hills Research Center and Global Peace Park, of Tehachapi CA, is
sponsoring a NEW ENERGY BRIEFING PRESS CONFERENCE for Reverend Yamato and
the Year 2000 Global Peace Walkers, from 2-5PM at
the Griffith Methodist Church where the walkers are also expected to
spend the night of the 16th.
This briefing is to offer the new-energy science message for Global Peace
Walk2000 to help publicize and to carry with other peace messages for
delivery in Washington DC and to the United Nations.
Participating in the local walk on Feb16, before the briefing for Reverend
Yamato and the Global Peace Walkers, will be expert new-energy scientists
including Gary Vesperman from Las Vegas and Hal Fox of the Institute for New
Energy in Salt Lake City who may demonstrate some hardware experiments.
This presentation of new scientific discoveries, to end the need for nuclear
and fossil fuel power and to thereby help ameliorate global climate and
environment degradations, will include offering of copies of journalist
Jeane Manning's book, The Coming Energy Revolution, from Avery Publishing, a
recent landmark overview primer about the new energy science, scientists,
inventors, and researchers bringing this boon for the environment and
humanity into fruition.
On Thursday, February 17th, the walk will end at City Hall and start from
the same Department of Energy Office after a circle ceremony at 11AM
featuring messages reflecting on new energy information presentations of the
previous day and implications for improving DOE effectiveness in
implemention of its 1998 Comprehensive National Energy Strategy
recommendations to Congress for amelioration of global climate change per
Kyoto protocol, resolving nuclear waste and testing issues, etc.
This New-Energy Briefing is being offered to help get the related issues
into the mainstream political/public/media election arena this year as soon
as possible to facilitate acquisition of adequate research and development
funding to rapidly implement these available new energy technologies on an
emergency "crash program" basis globally as soon as possible to begin
amelioration of devastating global climate changes before it is too late to
save all life on Earth.
This same New-Energy information/issue is also key to the resolution of the
Big Mountain Relocation and Black Mesa Coal Mining problems by replacing the
polluting hungry coal-fired electric power plants with some fuel-less form
of what the DOE calls energy technologies to harness the Zero Point Energy
(of the quantum vacuum fluctuations).
These issues will be discussed further in the similar briefing session to be
conducted in Flagstaff, Arizona, City Council Chambers on Friday, February
25, 2000, from 12-3PM after the walk arrives there in preparation for
walking Feb26Sat from City Hall to Big Mountain and Hopi areas on the walk's
route eastward.

Andreas Toupadakis, a Livermore resident who took a job at the lab in August
1998 to pursue a career in environmental research but was assigned to=
weapons
work, will speak at a press conference Wednesday in San Francisco about his
reasons for leaving the lab. =20
Western States Legal Foundation, an antinuclear organization based in=
Oakland,
is helping to organize the press conference. =20
Jackie Cabasso, executive director for the group, said the resignation is a
rare and perhaps unprecedented instance in which "a scientist has left the
weapons program to embrace the peace movement." =20
Toupadakis, 45, is the only lab weapons researcher, in her memory, to leave=
the
lab in the middle of his career, "come out very publicly in opposition to=
the
(nuclear weapons) program," and commit himself to the cause of disarmament,=
she

An open letter of resignation from Toupadakis to lab director Bruce Tarter=
will
be released Wednesday. =20
The letter is intended to appeal to "every secretary, technician, custodian,
scientist, engineer" and others performing weapons research to pursue other
fields of research, according to an announcement by the antinuclear

"We urgently need an international campaign to help scientists and engineers
see that they must withhold their skills from warscience. I hope that my=

dismantled

within Australia. We are urging Australian activists to customise it and

The International Court of Justice reaffirmed in 1996, in a a unanimous
judgment that this is indeed a legal obligation.
The nuclear weapons states are currently making very little movement toward
fulfilling this obligation. Instead there have been many developments in
the opposite direction.
The US Senate has failed to ratify the CTBT,(Comprehensive Test Ban Treaty)
the US is contemplating the deployment of a highly destabilising Ballistic
Missile Defence System in violation of the 1972 ABM (Anti-Ballistic
Missile) treaty, and talks between the US and Russia to make cuts in
nuclear weapons are stalled.
A successful outcome would explicitly commit parties to the elimination of
nuclear weapons at an early date and a global regime banning nuclear
weapons, and would outline the process for that to occur.
Australia has had a good reputation in the nuclear disarmament field. It is
important that Australia use its position to push the nuclear weapon states
and particularly our allies in that direction during the coming review
conference.

in the nuclear nonproliferation treaty review conference in the UN April
24-May 19th.
Under Article VI of the nuclear nonproliferation treaty, in force since
1970, the nuclear weapons states are legally bound to negotiate away their
nuclear weapons.
The letter urges them to fulfil this legal obligation, unanimously
reaffirmed by the international Court of Justice in its 1996 advisory
opinion.
So far there are 209 signatures total, including Friends of the Earth
International and 13 national FOE groups, the Anglican church of Canada, 6
members of the European Parliament, 1 Canadian MP and 3 Australian MPs.

RE: ENSURING A SUCCESSFUL NUCLEAR NON-PROLIFERATION TREATY REVIEW CONFERENCE.
Dear Heads of State, Foreign Ministers, and Ambassadors,
The undersigned organizations, representing many millions of deeply
concerned people worldwide, are writing to you regarding the Review
Conference of the Nuclear Non-Proliferation Treaty (NPT) at the United
Nations in New York, April 24-May 19, 2000. This meeting has crucial
implications not only for NPT member states, but also for non-member
states, especially India, Pakistan and Israel.
We believe the 2000 Review Conference could and should be a catalyst in
breaking the deadlock in the nuclear disarmament arena. It represents an
opportunity to make real progress toward nuclear disarmament, and nuclear
weapons abolition, which is essential to the achievement of common security
based on human and ecological values and respect for international
institutions and law. Failure in this regard could lead to the unraveling
of the NPT regime.
This is exactly opposite to the wishes and expectations of the majority of
the people of the world. It is clear from recent polls, that the
overwhelming majority of the world's people expect no less than immediate
commencement of multilateral negotiations leading to the elimination of
nuclear weapons through a global treaty in fulfillment of Article VI.
Crucial to the outcome of this Review Conference will be the extent to
which the nuclear weapon states are willing to act on their unambiguous
legal obligation and commitment to the elimination of their nuclear weapons
as called for by Article VI, which states:
"Each of the parties to the treaty undertakes to pursue negotiations in
good faith on effective measures relating to cessation of the nuclear arms
race at an early date and to nuclear disarmament, and on a treaty on
general and complete disarmament under strict and effective international
control."
Since the 1995 Review and Extension Conference, the importance of Article
VI and the NPT itself has been reinforced by the International Court of
Justice (ICJ), which concluded unanimously in its 1996 Advisory Opinion
that:
"there exists an obligation to pursue in good faith and bring to a
conclusion negotiations leading to nuclear disarmament in all its aspects
under strict and effective international control"
While some progress has been achieved over the last decade in the reduction
of the total number of nuclear weapons deployed by the nuclear weapon
states, these states maintain their commitment to highly dangerous nuclear
military doctrines as a cornerstone of their defence and security policy,
some for the indefinite future. Progress on fulfilling Article VI
obligations is thus stalled, and the development of new nuclear dangers is
encouraged.
The following developments represent a growing peril that challenges
international and human security, and to which NPT states parties and
especially nuclear states must respond creatively:
- --Ten years after the end of the Cold War, over 30,000 nuclear weapons
remain worldwide, and India and Pakistan have both tested nuclear weapons.
- --Though UN and European Parliament resolutions have drawn attention to
the Article VI obligations and to the ICJ Advisory Opinion, NATO has
jeopardized the NPT by its re-affirmation in April 1999 that nuclear
weapons are 'essential' to its security. While the NATO nuclear policy
review is welcome, it is preempted and undercut by this reaffirmation.
- -- The US and Russia failed to respond to worldwide pressure to de- alert
by December 1999, and each maintain over 2000 nuclear warheads on permanent
'launch on warning' status. This continues in spite of the incorporation of
de-alerting into the 1996 recommendations of the Canberra Commission, into
two resolutions passed by massive majorities in the UN General Assembly in
1998, and again in 1999, and a unanimous resolution of the European
Parliament of November 18, 1999.
- --Key states have failed to ratify the Comprehensive Test Ban Treaty
(CTBT), opened for signature in 1996. The US Senate in October 1999 voted
down ratification, in spite of the nearly unanimous endorsement of that
treaty by the international community and overwhelming US public support
for nuclear disarmament and the CTBT.
- --The clear aim of the CTBT is to constrain weapons development: yet the
US, Russia, and other nuclear states still proceed with the development of
new nuclear weapon types and modifications in computer-simulated 'virtual
reality', with the aid of sub-critical underground nuclear testing, which
undermines both the spirit and purpose of the treaty. In particular, US
activities at the National Ignition Facility and the French Megajoule laser
project enable further weapons development.
- --In 2000, the US may decide to deploy a National Ballistic Missile Defence
(NMD) system which would violate the existing Anti-Ballistic Missile Treaty
of 1972, which is fundamental to the existing strategic arms restraints
between the United States and Russia. NMD deployment could set back
progress on Article VI objectives for years to come.
- --Presidential Decision Directive 60 has reaffirmed US use of nuclear
weapons as a 'cornerstone' of its security policy. Meanwhile, Russia has
steadily moved toward a more ready use of nuclear weapons in recent years.
The potential dangers in this are extreme.
In light of the above developments, lack of progress on Article VI
obligations poses the increasing danger that some non-nuclear states will
conclude that it is in their interests to acquire nuclear weapons, while
those that have already tested them will proceed to further weaponisation
and expansion of their arsenals.
A positive and creative response to the above, and commitment and
leadership on behalf of both human life and all other life is urgently
demanded.
Of critical importance in addressing the currently unacceptable situation
are interim measures such as de-alerting, and the removal of weapons from
delivery systems, aimed at decreasing the possibility of accidental nuclear
war and at increasing mutual trust and establishing a momentum toward
nuclear weapons elimination.
NPT states parties should resolve, as a first step, that all nuclear
forces be immediately stood down from high alert status.
We urge all nuclear weapons states leaders, and all NPT Review
participants, as a matter of the highest priority and urgency, as well as a
clear legal obligation, to take action to complete unfinished disarmament
objectives and to begin urgent negotiations toward a treaty to eliminate
nuclear weapons.
Immediate steps (both in the CD and other fora) must be taken by the
nuclear states that will lead clearly and swiftly toward negotiations in
fulfillment of Article VI.
You, as a world leader, have the fate of the world in your hands during
these discussions. We therefore strongly urge you to attend this review
conference, as you have the authority to commence negotiations to eliminate
nuclear weapons. By doing so, you can to alter the course of history and
leave a legacy of a more secure future for this generation and for those to
come. Failure to do so risks a revived nuclear arms race that ultimately
could destroy civilization.
