  21. Thus begins the sixth year of an official Presidentially declared national
  22. emergency regarding nuclear and other weapons of mass destruction.  Can't
  23. this be an additional good angle for Abolition2000 to address this official
  24. national emergency with references to this order in all press releases,
  25. etc., and offer as how Abolition2000 campaign is trying to help the
  26. President to alleviate this specific national emergency?  Wouldn't this seem
  27. to be a logical reason to motivate the citizens and all national legislators
  28. to support HR 2545 http://www.prop1.org to remediate this national emergency
  29. officially declared as such just since Nov'94?   This certainly seems to
  30. negate the popular impression that its all ok now that the Soviet Union
  31. broke up and the "cold war ended".
  32.  
  33. Am I missing something here or is this a real lever with which to lift
  34. public awareness and opinion about the need for abolition 2000?
  35.  
  36. This seems like an important email list to be on from the White House.  I
  37. wonder how one subscribes?

  169. GLOBAL NUKE-WEAPONS APPEAL HANDED TO BUSH, GORBACHEV, FISCHER, IN BERLIN

  171. A global appeal signed by over 460 organisations to take nuclear weapons
  172. off hairtrigger alert for the Y2K 'rollover' was handed to ex-presidents
  173. Bush and Gorbachev in Berlin on 9/11/1999, by Women for Peace Activist and
  174. ex-member of the European Parliament Eva Quistorp,  via the President of
  175. the Bundestag. Similar letters have been handed to German Foreign Minister
  176. Joschka Fischer, and environment minister Jurgen Trittin, asking Germany to
  177. appeal to the US and Russia to de-alert their nuclear weapons.

  179. The appeal to Yeltsin and Clinton to take nuclear forces off hairtrigger
  180. alert over the Y2K rollover so that Y2K induced computer errors do not
  181. induce an accidental nuclear war has so far been signed by over 460
  182. organizations worldwide including 22 Australian parliamentarians, 9NZ
  183. parliamentarians, 4 Canadian parliamentarians, 10 members of the European
  184. Parliament, 2 US congresspeople, and one MP from Moldova. It has been
  185. signed by the largest International environment groups in the world,
  186. Friends of the Earth International and Greenpeace International, by the
  187. British-American Security Information Council, the Centre for Defence
  188. Information in Washington, by the International Peace Bureau, by various
  189. national branches of IPPNW, Womens International League for Peace and
  190. Freedom, (WILPF) and a vast number of national and local groups.
  191.  
  192. The possibility of accidental nuclear war as a result of Y2K induced
  193. computer error has been the subject of serious concern by strategic
  194. analysts,  in view of the possibility of false information leading to
  195. 'unintended deadly consequences'. Official spokespeople have dismissed
  196. these claims, and US systems are claimed to be fully fixed, but the very
  197. nature of the Y2K problem is such that it is not possible to be sure that
  198. everything is 100% fixed. Y2K-related problems have been discovered in the
  199. US/Russsian 'hotlines'. The joint US/Russian Y2K strategic Stability Centre
  200. is not scedu;led to operate until 27 Dec, and depends on those hotlines.
  201. There is a small but real chance therefore of global catastrophe, which
  202. will be vastly reduced by taking nuclear weapons systems off current
  203. hairtrigger alert status.
  204.  
  205. The Australian Senate has already passed two motions expressing concern
  206. over the possibility of accidental nuclear war over the Y2K rollover. A
  207. motion is now gathering support in the US Congress, and another is
  208. gathering support in the European Parliament. The United Nations General
  209. Assembly in its First Committee, approved a motion put by India, asking for
  210. nuclear weapons to be taken off alert.
  211. Bush and Gorbachev in 1991, took nuclear bomber forces off alert.
  212. All Nuclear Forces should be taken off alert now.

  247. great liberal President Jimmy Carter, and probably still on the books.
  248. Basically, President Directive Number 58 (signed in conjunction with the
  249. infamous President Directive 59 on waging a limited nuclear war--see my
  250. World Politics and International Law (Duke:1985),) provides that in the
  251. event of a "nuclear emergency" that is not defined, the President asserts
  252. the authority to place the country under martial law. I grew up during the
  253. Cuban Missile Crisis, when at school the principal came on the PA system and
  254. told us all to say a prayer because the Soviet ships were now moving towards
  255. the US naval blockade of Cuba. So let us suppose there is a repeat of this
  256. scenario. Only this time, hundreds of thousands of American citizens take to
  257. the streets and demand that we not be blown up. Presumably, under
  258. Presidential Directive 58 and its ilk, the President could shut down citizen
  259. protests designed  to save our lives and the life of the world.This National
  260. Emergency Order by Clinton simply provides the legal predicate for the
  261. invocation of Presidential Directive 58 and its successors.
