  27. is that it's typicl Clinton: Saying the right thing and doing the wrong
  28. one. His problem is not talking out of both sides of his mouth; he
  29. suffers from a chronic dysfunction between speech and action. Besides, I
  30. predict that Gore and the dems are going to drop the issue as soon as
  31. they see that it doesn't play with the public.

  33. The media didn't do much better on this than the Senate, as witnessed by
  34. the fact that the NY Times didn't see fit to print the attached piece
  35. whch I sent it on Tuesday.

  38. tomorrow to make a post-Hague speech. She'll be meeting with Angie and
  39. some of the others on Monday evening.

  336. Clinton deliberately sent that Democratic Senator out there on September 9,
  337. saying he would stop all action on the floor of the Senate, which he could
  338. do, unless the CTBT was taken up. One thing Clinton can do is count votes.
  339. He knew full well  he did not have the votes to get the CTBT through. Ergo,
  340. he precipitated the vote knowing full well he would lose. Notice that Al
  341. Gore had a campaign video immediately ready to go nationwide right after the
  342. defeat--that takes time, planning, money, and reservations with the
  343. networks. It is simply Clinton/Gore disinformation  that he just put it all
  344. together the night before. Clinton also lied in his press conference, saying
  345. that there was no way under heaven that he could have predicted the
  346. Republicans were going to schedule such a quick  vote, when in fact his
  347. Senator made the vote inevitable as of September 9. Also, Clinton made no
  348. effort to compromise with Lott  on the withdrawal of the treaty until it was
  349. too late--just before the vote, when he called Lott to cover himself. Once
  350. again, just read through the lines of the Newspeak Times and it is all
  351. there. Clinton, Gore and the Democrats are now going to hammer the
  352. Republicans over the rejection of the CTBT, which 80% of the American People
  353. support, in order to get control of the Senate, House and White House. I
  354. have not yet  seen the Gore video, but I am told it has a missile going off
  355. in the background. Reminds me of the video Johnson and the Democrats did on
  356. Barry Goldwater in the 1964 campaign  with the atomic bomb going off in the
  357. background  and the slogan: "Just a heartbeat away." Johnson and the
  358. Democrats defeated Goldwater and the Republicans in a massive landslide.
  359.     Except when it comes to women, Clinton is smart, ruthless, devious
  360. and cunning: Georgetown School of Foreign Service; Rhodes Scholar;Yale Law
  361. School; Professor of Law at Arkansas Law School, etc. His capacity for evil

  508. Karate at Rodness' Karate Center in Davis.  I and all the other students
  509. shook the hands of and bowed to the belt awarding committee (led by Mrs
  510. Rodness) and received our belts and certificates as everyone clapped.  Belts
  511. were awarded from Orange to 2nd Degree Black.  6 students received 1st
  512. Degree Black Belts.  The belt awarding committee untied their Red Black
  513. Belts and tied on their 1st Degree Black Belts.  Lorna Gill received her 2nd
  514. Degree Black Belt in the same manner.
  515.  
  516. Brown Belts, Red Belts, Red Black Belts, and Black Belts had to break boards
  517. to pass their test.

  540. I am attempting to write a letter to the editor asking questions about U.S.
  541. nuclear policy.  Below are the questions I have come up with so far.  What
  542. questions would you recommend?

  544. In the wake of the rejection of the Comprehensive Test Ban Treaty, I would
  545. like to urge the great reporters of this great newspaper to ask President
  546. Clinton, the Presidential candidates, and other politicians the following
  547. questions:
  548.  
  549. I. In 1996, the World Court ruled that the use of or threat to use nuclear
  550. weapons is generally illegal, and that the nations of the world have a legal
  551. obligation to abolish nuclear weapons.  What actions will (would) you take
  552. to abolish nuclear weapons in accord with international law?
  553.  
  554. II. Nearly ten years after the end of the Cold War, why do the U.S. and
  555. Russia still maintain thousands of nuclear warheads on hair trigger alert,
  556. ready to blow up each other on half an hour's notice?
  557.  
  558. III. What actions will (would) you take to reduce pressures felt by some
  559. nations to develop nuclear weapons and conduct nuclear tests?
  560.  
  561. IV. In light of Y2K concerns, recent tensions with Russia over the Kosovo
  562. war, and tensions provoked by the Senate rejection of the CTBT, will (would)
  563. you take U.S. nuclear weapons off alert to reduce the risk of an accidental
  564. nuclear war?
  565.  
  566. V. The U.S. has a Stockpile Stewardship Program to design and develop new
  567. nuclear weapons using "subcritical" nuclear tests (7 since 1997, using
  568. amounts of plutonium too small to "go critical" and cause a nuclear
  569. explosion), supercomputer simulations of nuclear explosions, and the
  570. National Ignition Facility (which would use 192 lasers to cause small fusion
  571. explosions, helping weapons scientists advance their knowledge of nuclear
  572. explosions).  How can the U.S. expect other nations to not develop or test
  573. nuclear weapons if we conduct nuclear tests and continue to develop nuclear
  574. weapons?
  575.  
  576. VI. In response to our 7 subcritical nuclear tests (which the DOE claims is
  577. "fully consistent with the Comprehensive Test Ban Treaty"), the Russians
  578. have conducted their own subcritical nuclear tests at Novaya Zemlya).
  579. Opponents of the CTBT seized on the Russian subcritical tests as a reason to
  580. vote against the CTBT.  How can U.S. subcritical tests be consistent with
  581. the CTBT and Russian subcritical tests be inconsistent with the CTBT?  Isn't
  582. this hypocritical?
  583.  
  584. VII. Opponents of the CTBT argued that it would prevent further US advances
  585. in nuclear weapons.  This implies that they favor continued U.S. development
  586. of nuclear weapons.  How do they expect other nations to not develop nuclear
  587. weapons if the U.S. continues to develop nuclear weapons?

  605. Bush, unilaterally ordered a stand-down of U.S. strategic bombers, which
  606. had, for decades, been prepared to take off in minutes.  Their bombs were
  607. later unloaded and stored.  Some missiles were taken off alert in just a few
  608. days, and orders for some new weapons were canceled.  Soviet President
  609. Gorbachev reciprocated within a week.  He garrisoned the Soviet Union's
  610. rail-based missiles, de-activated submarines, and lowered the alert level of
  611. the USSR's strategic bombers.  Within a few months, both nations had
  612. withdrawn most of their tactical nukes from forward positions.  These steps
  613. made a time of turmoil safer.  Will you complete your father's great work by
  614. taking all nuclear weapons off alert, declare a "no first use" policy, and
  615. negotiate a treaty to abolish nuclear weapons?

  656. China has successfully completed laboratory simulations of a test-launch of
  657. its latest multi-warhead intercontinental ballistic missile which can reach
  658. targets in most parts of the United States.
  659.  
  660. Mainland sources said computer simulations of launches of the solid-fuelled
  661. Dongfeng-41 ICBM have been completed and proved successful.
  662.  
  663. The three-stage DF-41, an improved model from the old type of single-head
  664. DF-5, can carry five to eight warheads including nuclear ones greatly
  665. increasing its striking power.
  666.  
  667. In addition to the improvement of carrying capacity, the DF-41 has much
  668. greater mobility since it uses solidified fuel.
  669.  
  670. With the same range of 12,000 kilometres as the DF-5, the DF-41 can reach
  671. Europe and many parts of the United States.
  672.  
  673. The Central Government has yet to decide when to conduct live test-firing of
  674. the latest ICBM model, which was not on the show during the grand parade in
  675. Beijing on 1 October marking the 50th anniversary of Communist rule.
  676.  
  677. The successful development of the strategic weapon will boost the country's
  678. military muscle and its nuclear deterrence.
  679.  
  680. Military and diplomatic analysts said the acquirement of technology to
  681. manufacture missiles with a range covering most parts of the American
  682. territory will force Washington to adjust its defence strategy and speed up
  683. the development of anti-missile defence systems.
  684.  
  685. However, it would not have significant impact on the global balance of power
  686. in the post Cold-War era.
  687.  
  688. Sources said the new missile could be deployed in five years if the central
  689. leadership decided to go ahead with the development program, using the DF-41
  690. to replace the old model of DF-5.
  691.  
  692. Using liquid fuel, the DF-5 must be launched from a fixed position. It also
  693. takes 30-60 minutes to fuel and two hours before a missile could be ready
  694. for launch.
  695.  
  696. A solid state missile like the DF-41, on the other hand, takes only a few
  697. minutes to reach war readiness, according to the mainland's weaponry
  698. experts.
  699.  
  700. As the DF-41 carries several warheads,they are smaller in size and lighter
  701. in weight and, therefore, easier to manoevre for land transport.
  702.  
  703. Beijing showcased its truck-mounted solid state DF-31 ICBM in the 50th
  704. anniversary grand parade which attracted considerable attention from Western
  705. military experts.
  706.  
  707. With a range of 8,000 kilometres, the DF-31 can reach Hawaii and Alaska.

  709. China announced it has successfully test-fired the DF-31 in August in
  710. northeastern China. With slight modification, the DF-31 could be launched
  711. from a submarine, according to military experts.

  713. Political and military observers in the West have shown increasing concern
  714. over the mainland's latest developments of multi-warhead ICBMs such as the
  715. DF-31 and DF-41, which are difficult to intercept for current anti-missile
  716. defence systems.

  718. China started developing technical missile weapons such as cruise missiles
  719. in the 1970s. Beijing felt the need to develop strategic weapons to bolster
  720. its military deterrence after the high-tech Gulf War in 1991.
  721.  
  722. Calls to speed up developing advanced weapons have been on the rise since
  723. the US-led Nato jets bombed the Chinese Embassy in Belgrade on 7 May during
  724. the alliance's air strike against Yugoslavia.
  725.  
  726. President Jiang Zemin, who is also commander-in-chief of the country's 2.5
  727. million-man army, urged speeding-up of the modernisation of the armed forces
  728. to win regional wars under high-tech conditions.

  770. Nato deliberately bombed the Chinese embassy in Belgrade during the war
  771. in Kosovo after discovering it was being used to transmit Yugoslav army
  772. communications.
  773. According to senior military and intelligence sources in Europe and the
  774. US the Chinese embassy was removed from a prohibited targets list after
  775. Nato electronic intelligence (Elint) detected it sending army signals to
  776. Milosevic's forces.
  777.  
  778. The story is confirmed in detail by three other Nato officers - a flight
  779. controller operating in Naples, an intelligence officer monitoring
  780. Yugoslav radio traffic from Macedonia and a senior headquarters officer
  781. in Brussels. They all confirm that they knew in April that the Chinese
  782. embassy was acting as a 'rebro' [rebroadcast] station for the Yugoslav
  783. army (VJ) after alliance jets had successfully silenced Milosevic's own
  784. transmitters.
  785.  
  786. The Chinese were also suspected of monitoring the cruise missile attacks
  787. on Belgrade, with a view to developing effective counter-measures
  788. against US missiles.
  789.  
  790. The intelligence officer, who was based in Macedonia during the bombing,
  791. said: 'Nato had been hunting the radio transmitters in Belgrade. When
  792. the President's [Milosevic's] residence was bombed on 23 April, the
  793. signals disappeared for 24 hours. When they came on the air again, we
  794. discovered they came from the embassy compound.' The success of previous
  795. strikes had forced the VJ to use Milosevic's residence as a rebroadcast
  796. station. After that was knocked out, it was moved to the Chinese
  797. embassy. The air controller said: 'The Chinese embassy had an electronic
  798. profile, which Nato located and pinpointed.'
  799.  
  800. The Observer investigation, carried out jointly with Politiken newspaper
  801. in Denmark, will cause embarrassment for Nato and for the British
  802. government. On Tuesday, the Queen and the Prime Minister will host a
  803. state visit by the President of China, Jiang Zemin. He is to stay at
  804. Buckingham Palace.
  805.  
  806. Jiang Zemin is still said to be outraged at the 7 May attack, which came
  807. close to splitting the alliance.The official Nato line, as expressed by
  808. President Bill Clinton and CIA director George Tenet, was that the
  809. attack on the Chinese Embassy was a mistake. Defence Secretary William
  810. Cohen said: 'One of our planes attacked the wrong target because the
  811. bombing instructions were based on an outdated map.'
  812.  
  813. Later, a source in the US National Imagery and Mapping Agency said that
  814. the 'wrong map' story was 'a damned lie'.
  815.  
  816. Tenet apologised last July, saying: 'The President of the United States
  817. has expressed our sincere regret at the loss of life in this tragic
  818. incident and has offered our condolences to the Chinese people and
  819. especially to the families of those who lost their lives in this
  820. mistaken attack.
  821.  
  822. Nato's apology was predicated on the excuse that the three missiles
  823. which landed in one corner of the embassy block were meant to be
  824. targeted at the Yugoslav Federal Directorate for Supply and Procurement,
  825. the FDSP. But inquiries have revealed there never was a VJ directorate
  826. of supply and procurement at the site named by Tenet. The VJ office for
  827. supplies - which Tenet calls FDSP - is some 500 metres down the street
  828. from the address he gave. It was bombed later.
  829.  
  830. Moreover the CIA and other Nato intelligence agencies, such as Britain's
  831. MI6 and the code-breakers at GCHQ, would have listened in to
  832. communication traffic from the Chinese embassy as a matter of course
  833. since it moved to the site in 1996.
  834.  
  835. A Nato flight control officer in Naples also confirmed to us that a map
  836. of 'non-targets': churches, hospitals and embassies, including the
  837. Chinese, did exist. On this 'don't hit' map, the Chinese embassy was
  838. correctly located at its current site, and not where it had been until
  839. 1996 - as claimed by the US and NATO.
  840.  
  841. Why the Chinese were prepared to help Milosevic is a more murky
  842. question. One possible explanation is that the Chinese lack Stealth
  843. technology, and the Yugoslavs, having shot down a Stealth fighter in the
  844. early days of the air campaign, were in a good position to trade. The
  845. Chinese may have calculated that Nato would not dare strike its embassy,
  846. but the five-storey building was emptied every night of personnel. Only
  847. three people died in the attack, two of whom were, reportedly, not
  848. journalists - the official Chinese version - but intelligence officers.
  849.  
  850. The Chinese military attache, Ven Bo Koy, who was seriously wounded in
  851. the attack and is now in hospital in China, told Dusan Janjic, the
  852. respected president of Forum for Ethnic Relations in Belgrade, only
  853. hours before the attack, that the embassy was monitoring incoming cruise
  854. missiles in order to develop counter-measures.
  855.  
  856. Nato spokesman Lee McClenny yesterday stood by the official version. 'It
  857. was a terrible mistake,' he said, 'and we have apologised.' A spokesman
  858. for the Chinese embassy in London said yesterday: 'We do not believe
  859. that the embassy was bombed because of a mistake with an out-of-date
  860. map.'
