Subject: (abolition-usa) ITALY HELPS AUST. UNDERMINE WORLD HERITAGE CONVENTION MONDAY
Dear People,
Hopefully this is the last request you will get to act on Kakadu World
Heritage stuff.
The full body of the World Heritage Committee meets on Monday.
The Australian government has exerted unprecedented pressure against an in
Danger listing.
There is now a danger that this pressure may be working.
The 'In Danger' listing, twice strongly reccommended by the World Heritage
advisory bodies, may fall vicitim to the politics of pressure and
manipulation.
There is one delegation that especially needs to hear a message.
That is the Italian delegation.
They need to hear that their delegate, mr Gabriele sardo,
(+33-1-45-66-41-78), has been consistently undermining the sirit and intent
of the World Heritage convention, by siding with Australia against an 'in
Danger' listing.
This is especially shocking, as the Italians, under Professor francesco
Francioni, were responsible for the original Kakadu mission report that
reccommended an 'in danger' listing.
You should ask that the Italian delegate cease undermining the convention
and support the reccommendations of the advisory bodies.
Tell them that if Kakadu National Park is not listed as 'in danger', then
this will signal to the whole world that uranium mines in the middle of
world heritage national parks are acceptable.
Tell them this will compromise both the spirit and intent of the entire
World Heritage Convention.
Tell them that their delegation should continue to uphold the once high
standards previously adopted by italy when their delegation was led by
Pofessor francesco francioni.
Tell them that short-term political considerations have no place in a
decision such as this.
The fax number of the Italian delegate is 33-1-45-66-41-78.
Let them know how you feel about the Italian delegations actions.
A letter sent by Friends of the Earth to the Italian Prime Minister and
Foreign Minister follows.
MR MASSIMO D'ALEMA PRIME MINISTER OF ITALY,
+39-06-678-3998
MR EDO RONCHI, MINISTER FOR THE ENVIRONMENT
+39-06-679-1905
DR. LAMBERTO DINI, MINISTER FOR FOREIGN AFFAIRS
+39-06-323-6210
We are writing to express our dismay that the leader of the Italian
delegation to the World Heritage Bureau, Mr. Gabriele Sardo, is undermining
the World Heritage Convention by actively lobbying to assist the Australian
Government to develop a uranium mine in the middle of Australias preeminent
National Park, Kakadu.
This is particularly disturbing, given the strong role Italy's chair of the
World Heritage Committee Professor Francisco Francioni played in leading a
mission to Australia to investigate the damage being caused by the Jabiluka
uranium mine to Kakadu. The mission found the Jabiluka mine to be of
sufficient concern to warrant placing Kakadu National Park on the list of
World Heritage In Danger.
The complete turnaround in the Italian governments position appears to be
the result of a massive international lobbying campaign by the Australian
Government (at foreign minister or higher level) to gain support for this
mine going ahead. Australias lobbying campaign runs directly counter to the
advice of the World Heritage Mission, and to the unequivocal advice of the
three world Heritage technical advisory bodies (IUCN, ICOMOS and ICCROM),
that Kakadu should be immediately placed on the 'In Danger' list.
Where Italy once led the world in helping to uphold the highest
international standards for World Heritage protection, its reputation as an
outstanding leader in this field is fast being destroyed.
How can it be that a country which placed so much store on maintaining the
integrity of the World Heritage Convention can have given in to pressure
from the Australian Government and placed short- term political expediency
head of the high standing the Italian Government had achieved in this area
under Professor Francioni?
Please ensure that your delegation upholds the high standards previously
adopted by Italy, and supports an In Danger listing for Kakadu National
Park."
John Hallam,
Nuclear Campaigner, Friends of the Earth,
Sydney, Australia.

Dear Carole and Timothy - and others to try to contain this discussion before
it goes further!
NATO did refer to the bomb as being seduced from its target and my own words
in the piece I wrote just said something about "what, Freud in the
pressroom?". Some wrote me to say that "seduced" is a military term for
"counter-bomb stuff" when there are various ways - heat, light, metal
reflectors, etc. (and I'm not sure exactly which) "seduces" the guided
missile into attacking a fake target.
That, of course, is lame help to the folks who had been alive in the block of
flats. And the use of its by NATO's now fairly infamous press room just
looked foolish to the general public. But it seems to be a simple military
term.
Peace,
David McReynolds

I apologize to anyone who was offended. Should I have asked if a male

Dear Friends,
I refer you to the writings of another Carol--Carol Cohen who attended four
weeks at the US Military College and wrote a distressing magazine article
(I no
longer have the citation) on the use of sexual and religious metaphor by the
weaponeers when referring to these instruments of destruction. Cohen thinks
it's a way to further distance themselves from the lethal terror they are
playing with. Seduced indeed! Alice Slater

Good idea, and let's think of other ways to inject abolition into the
Presidential campaign, which is already in full swing. And by the way,
if Hilary can answer -wrongly - a question about the status of Jerusalem
from a minor Orthodox group in New York, why can't she answer a question
about nuclear abolition submitted by Grace, LCNP etc.?

RE: CTBT Call-in on July 16, 1999
Greetings Disarmament Activists!
This Friday, July 16th is Comprehensive Test Ban Treaty (CTBT) call-in =
day. The event will mark the 54th anniversary of the first nuclear test =
in New Mexico. Over 15,000 action alert postcards have been sent around =
the country to alert people about the event. Let's re-define the legacy =
of this date by flooding the Senate switchboard with calls in favor of =
the CTBT, an international treaty to ban nuclear test explosions. Tell =
your Senators to do everything in their power to ratify the CTBT this =
year because:
* The U.S. must set the right example if India and Pakistan are expected =
to sign the treaty.
* The U.S. needs to be at the special conference for treaty ratifiers =
this fall.
* It is essential that the treaty is ratified before the Presidential =
election year.
* Momentum in the Senate has picked up due to leadership by Senator =
Byron Dorgan (D-ND).
The Senate Switchboard number is (202) 224-3121. Be sure to leave your =
name and address. Speak directly with your Senators' aides who handle =
the CTBT if possible. A list of these aides is located at =
http://www.psr.org/ctbtaction.htm.
Please feel free to contact me for more information on the call-in. If =
you have phone trees or e-mail lists to activate please do so, and let =
me know so that I can keep track of the success of the event! Please =

Subject: Re: (abolition-usa) bill bradley
I sent the following to George:
Mr. Bush, Twenty nine years ago the US and the four other nuclear weapons
states promised to negotiate the elimination of nuclear weapons (Article VI
of the Nuclear Non Proliferation Treaty). On July 8, 1996, the International
Court of Justice issued an advisory opinion and held, unanimously, that there
is an unfulfilled legal duty to negotiate the abolition of nuclear weapons.
What plans do you have to change US and NATO policy regarding nuclear
deterrence and globally eliminate these devices of mass destruction? I
suggest your Dad got it right by obtaining the Chemical Weapons Convention.
Bravo, George senior! Hope you can follow his footsteps. What shall you do?
