  20. ISDN international interconnections have to be realized between non 
  21. homogeneous ISDNs that differ in terms of services supported, national 
  22. network signalling system and national access protocol.
  23.  
  24. In order to perform such international ISDN interconnections, it is 
  25. required to specify unambiguously and without options:
  26.  
  27.     - the service capabilities of the international signalling 
  28.       system;
  29.  
  30.     - the international signalling interface, i.e., the signalling 
  31.       information elements and messages sent and received on the 
  32.       international signalling section and the related procedures;
  33.  
  34.     - all additional information, which is not specifically 
  35.       signalling system related, but which is needed to absorb the 
  36.       potential differences between the national networks.

  38. Section 2 of Recommendation Q.767 describes the list of services 
  39. supported by the ISUP international interface.

  41. Section 3 contains the definition of the international ISUP signalling 
  42. specification, in terms of exceptions/clarifications to the existing 
  43. Blue Book ISUP text.

  45. Section 4 contains additional information to ease international ISDN 
  46. interconnections. This "Guidelines" section should be understood as a 
  47. "user's guide" for international ISDN interconnection. One of the 
  48. objectives is to highlight possible areas of difficulty and propose 
  49. standard solutions, that should be applied as far as possible by 
  50. international operators.
