  15.        Add the following new section:
  16.  
  17. "10.   International television transmissions for TVROs not related to an ITC
  18.  
  19.        For international television transmissions for TVROs not related to  an
  20. ITC (see Figure 6/N.51), a fault reporting centre  (FRC)  should  perform  the
  21. following functions:
  22.  
  23.        -    deal with  enquiries  concerning  service  performance  and  fault
  24.             reports;
  25.  
  26.        -    deal with general enquiries from other TVROs/FRCs;
  27.  
  28.        -    make contact with the ISTC (see below) in the originating  country
  29.             for fault reporting and general service liaison.
  30.  
  31.        In an originating country the administration concerned should  nominate
  32. an International Satellite Transmission Centre for every transmitted  service.
  33. Where possible, all services transmitted by an administration shall be handled 
  34. by the same ISTC.
  35.  
  36.        The ISTC should perform the following functions:
  37.  
  38.        -    to be a contact point for FRCs and for the  programme  originators
  39.             making enquiries concerned with service continuity;
  40.  
  41.        -    to liaise with the transmitting earth station and any intermediate 
  42.             sub-control  station  for  fault  investigations   and   technical
  43.             coordination;
  44.  
  45.        -    to monitor transmissions from programme originators' premises  and
  46.             to have the  capability  to  monitor  the  transmission  from  the
  47.             satellite.

  49.        In the case where programme  material  is  received  by  TVROs  in  the
  50. country of origination, the ISTC and the FRC should be co-located where possible and 
  51. the duties combined."
