  21. Recommendation I.370 describes U-plane based congestion management 
  22. strategy and mechanisms for ISDN frame relay bearer services. It 
  23. covers both network and end user mechanisms and responsibilities to 
  24. avoid or recover from periods of congestion. C-plane procedures at 
  25. the user network interface other than clearing or not accepting calls 
  26. are not recommended. Procedures, objectives and requirements for 
  27. C-plane congestion management between networks are for further study. 
  28. Special provisions for the treatment of continuous bit stream oriented 
  29. (CBO) traffic is outside the scope of Recommendation I.370. This 
  30. strategy is intended to operate for access channel rates up to 
  31. 2048 kbit/s.
