  20. At the World Administrative Telegraph and Telephone Conference 
  21. (Melbourne, 1988) considerable attention was given to ensuring a wide 
  22. availability of telecommunication services with effective 
  23. interconnection and interoperability. This implied a continuing 
  24. availability of basic or traditional services in many international 
  25. relations, despite the evolution of new or more sophisticated 
  26. services. Article 4 of the International Telecommunication Regulation 
  27. (Melbourne, 1988) expects Administrations to provide "a wide range of 
  28. international telecommunication services" including "at least a form 
  29. of telecommunication which is reasonably accessible to the public, 
  30. including those who may not be subscribers to a specific 
  31. telecommunication service".

  33. Resolution No. 6 of the same World Administrative Telegraph and 
  34. Telephone Conference (Melbourne, 1988) called for provisions to be 
  35. made "to allow, through available communication infrastructures, 
  36. continued availability of traditional services so as to enable 
  37. effective communications on a world-wide basis". In particular this 
  38. concerned services in "certain rural areas and developing countries" 
  39. that "may need to rely on existing widely available services for a 
  40. relatively long period of time".

  42. Pursuant to the International Telecommunication Regulations 
  43. (Melbourne, 1988), Recommendation F.11 lays down general principles on 
  44. the continued availability of traditional services to facilitate 
  45. global interconnection and interoperability of telecommunication 
  46. facilities, pending the establishment of new services and to ensure 
  47. the efficiency, usefulness and availability to the public of 
  48. international telecommunication services.

  50. It addresses the coordination needed between Administrations to 
  51. achieve that continued availability. Members should take any necessary 
  52. steps to ensure that coordination.

  54. Within the framework of Recommendation F.11, "traditional" services 
  55. include the international public telegram, telex and telephone 
  56. services.
